Education; Requiring school districts to allocate a certain amount of specified funds to certain programs that prepare prospective students to enroll in Advanced International Certificate of Education courses; requiring such funds to be spent on specified costs; requiring school districts to distribute specified bonuses to certain classroom teachers providing International General Certificate of Secondary Education instruction, etc.
Florida Postsecondary Academic Library Network; Revising provisions relating to the awareness of certain postsecondary education programs and initiatives; deleting provisions relating to the Florida Academic Library Services Cooperative; providing that the Board of Governors and the Department of Education will oversee a host entity chosen to deliver certain services; transferring responsibility for certain statewide online student advising services to the host entity; requiring the chancellors of the State University System and the Florida College System to provide a certain report, etc.
Public Records; Prohibiting a county recorder from removing a grantor name, grantee name, or party name from the register of the Official Records and the index on the publicly available website unless the information is subject to a specified public records exemption; prescribing requirements for a person claiming a public records exemption to request removal of information from a publicly available website, subject to penalty of perjury; requiring that a request for maintenance of an exemption be notarized and confirm the individual’s status; requiring the daily schedule of deeds and conveyances to include notification of any information therein which is subject to a request for removal, etc.
Human Trafficking; Provides that communication between human trafficking victim advocate or trained volunteer & human trafficking victim is confidential in certain circumstances; specifies who may claim privilege; prohibits engaging in specified criminal acts relating to human trafficking with an adult believed to be a child younger than 18 years of age; encourages state attorney to adopt pro-prosecution policy for acts of human trafficking; provides that court clerk may not charge fees for petitions for expunction of human trafficking victim's criminal history record; removes requirement that petitioner have no other expunction petitions pending; requires court to impose specified conditions, on probationers or community controllees who are placed under supervision for committing specified human trafficking offense.
Refugee Day at the Florida Capitol and World Refugee Day; Recognizes March 26, 2021, as "Refugee Day at the Florida Capitol" & June 20, 2021, as "World Refugee Day" in Florida.
Educational Scholarship Programs; Requiring the Auditor General to conduct certain audits at least every 3 years instead of annually; adding certain students to those to whom district school boards must provide preferential treatment in the controlled open enrollment process; establishing the McKay-Gardiner Scholarship Program; revising the Family Empowerment Scholarship Program; repealing the Florida Tax Credit Scholarship Program; providing that private virtual schools meet the requirement to maintain a physical location in this state if such virtual schools maintain at least one administrative office in a specified manner, etc. APPROPRIATION: $264,687
Impact Fees; Requiring local governments and special districts to credit against the collection of impact fees any contribution related to public facilities or infrastructure; providing limitations on impact fee increases; requiring specified entities to submit an affidavit attesting that impact fees were appropriately collected and expended; requiring school districts to report specified information regarding impact fees, etc.
Springs Protection Awareness Month; Recognizes April 2021 as "Springs Protection Awareness Month" in Florida.
Charlotte County; Recognizing the 100th anniversary celebration of Charlotte County, etc.
Petroleum Fuel Measuring Devices; Revises types of certain security measures required to be affixed to or installed onto retail petroleum fuel measuring devices; requires owners or operators of retail petroleum fuel measuring devices to affix to or install onto measuring devices certain security measures by specified date; provides that use of certain measures complies with such requirement; authorizes DACS to take certain retail petroleum fuel measuring devices out of service until compliance is restored; preempts regulation of petroleum fuel measuring devices to state & DACS; prohibits DACS from enforcing certain provisions for violations of certain rules; exempts DACS petroleum fuel measuring device rules from enforcement under specified provisions.

False Reports of Crimes; Defining the term “public safety agency”; authorizing enhanced fines for the willful making of false reports of crimes under certain circumstances, etc.
