Homestead Exemptions; Revising the circumstances under which a person may be deemed to have legal or beneficial and equitable title to certain property for homestead exemption purposes, etc.
Local Government Finances ; Revises the timeframe during which tentative budgets, and the length of time for which final budgets, must be posted on county websites; requires the county to hold a budget workshop for a specified purpose by a certain date; requires the county to post a certain budget reduction exercise or link on its website; requires counties to publish budget development calendars, etc.
HB 4075 permits signs on specific agricultural properties owned by the Town of Davie in Broward County, creating an exception to Florida's general sign regulations (s. 479.024). It applies only to the exact parcels described in the bill (including Blackstone Creek and referenced tract portions), requiring compliance with all other sign laws. Volunteering at Polling Locations; Provides that specified high school students who volunteer to assist poll workers are not subject to provisions prohibiting certain agencies and state & local officials from soliciting, accepting, or otherwise using private funds or certain personal services for election-related expenses.
Trust Funds of the State Court System; Terminates Mediation & Arbitration Trust Fund; provides for disposition of balances in & revenues of trust fund; prescribes procedures for termination of trust fund.
Career Offender Registration; Requiring a certain driver license or identification card marking for a career offender; requiring a career offender to report to the Department of Highway Safety and Motor Vehicles in a certain month to obtain an updated or renewed driver license or identification card; providing that if a sanction is not imposed upon a career offender, such offender is deemed to have been released upon conviction; requiring certain career offenders to report to the Department of Highway Safety and Motor Vehicles and obtain a driver license or identification card containing a required marking within a certain period of time; authorizing the Department of Highway Safety and Motor Vehicles to release certain images to the Department of Law Enforcement for purposes of public notification, etc.
Perfluoroalkyl and Polyfluoroalkyl Substances; Prohibits, beginning on specified date, certain use & sale, purchase, or distribution of aqueous film-forming foam; requires, beginning on specified date, certain entities to submit aqueous film-forming foam inventories & disposal plans to DEP; prohibits, beginning on specified date, possession & use of aqueous film-forming foam; authorizes DEP to administer certain grants or cost share programs; provides penalties & injunctive relief; requires certain public entities disposing of domestic wastewater biosolids and treated effluent to quarterly conduct specified samplings & submit results to DEP; limits purpose such samplings until specified standards are established by EPA & adopted by DEP.
Lewd or Lascivious Acts; Removes s. 800.02, F.S., relating to unnatural & lascivious acts; prohibits person from intentionally exposing or exhibiting his or her sexual organs in lewd or lascivious manner while observing child under 16 years of age or performing specified sexual acts while observing child under 16 years of age for specified purpose; provides criminal penalty; prohibits certain defense from being raised; provides exceptions.
Citizens Property Insurance Corporation; Prohibiting the corporation from issuing new coverage for commercial residential and commercial nonresidential risks under certain circumstances; requiring the corporation to establish a personal lines clearinghouse for specified purposes; revising the rights and responsibilities the corporation has in establishing the program; requiring that certain risk information be aggregated and deidentified; authorizing applicants or insureds to elect to accept coverage with authorized insurers or elect to accept or continue coverage with the corporation under certain circumstances, etc.
OGSR/Social Media Platform Investigations; Amending a provision which provides an exemption from public records requirements for certain information received in investigations by the Attorney General or a law enforcement agency into social media platform activities; extending the scheduled repeal date of the exemption; amending a provision which provides an exemption from public records requirements for certain information received in investigations by the Department of Legal Affairs or a law enforcement agency into violations by certain social media platforms; extending the scheduled repeal date of the exemption, etc.
Intoxicating Substances; Creating “Meg’s Law”; prohibiting tobacco or nicotine dealers, or their agents or employees, from possessing, selling, possessing with intent to sell, delivering, or giving, directly or indirectly, nitrous oxide on or from the dealer’s licensed premises; excepting from the list of Schedule I controlled substances certain xylazine animal drug products approved by the United States Food and Drug Administration and used for certain purposes; creating the offense of trafficking in xylazine, etc.
