Home Book Delivery for Elementary Students; Providing credits against oil and gas production taxes and sales taxes payable by direct pay permitholders, respectively, under the New Worlds Reading Initiative Tax Credit; providing a credit against the corporate income tax under the New Worlds Reading Initiative Tax Credit; establishing the New Worlds Reading Initiative under the Department of Education, etc.
Autonomous Vehicles; Defining the term “low-speed autonomous delivery vehicle”; authorizing the operation of a low-speed autonomous delivery vehicle on certain streets and roads; authorizing the operation of a low-speed autonomous delivery vehicle on streets or roads with a posted speed limit of up to 45 miles per hour under specified conditions; providing requirements for low-speed autonomous delivery vehicles; providing that certain fully autonomous vehicles are not subject to certain provisions of law or regulations, etc.
Elder-focused Dispute Resolution Process; Authorizing the courts to appoint an eldercaring coordinator and refer certain parties and elders to eldercaring coordination; prohibiting the courts from referring certain parties to eldercaring coordination without the consent of the elder and other parties to the action; specifying the duration of eldercaring coordinator appointments; requiring the courts to conduct intermittent review hearings regarding the conclusion or extension of such appointments; requiring the Florida Supreme Court to establish certain minimum standards and procedures for eldercaring coordinators, etc.
Tax Collectors and Their Approved Agents; Authorizes tax collectors to determine service charges collected by privately owned license plate agents for motor vehicle titles, motor vehicle registrations, & vessel registrations & titles; requires that additional service charges be itemized & disclosed to person paying them; requires license plate agent to enter into contract with tax collector for certain purpose; requires tax collectors & approved license plate agents to enter into memorandum of understanding with DHSMV for certain purpose.
Community Associations; Revises & provides requirements relating to community associations, including contracts, documents, records, assessments, fines, liens, improvements, online voting, electronic notice, natural gas fueling stations, election of board members, alternative dispute resolution, governing documents, emergency powers, & escrow funds.
Massage Therapy; Revising a short title; revising and defining terms, etc.
Early Learning and Early Grade Success; Revising approved child care or early education settings for the placement of certain children; providing for a type two transfer of the Gold Seal Quality Care program in the Department of Children and Families to the Office of Early Learning; revising the performance standards for the Voluntary Prekindergarten Education Program; authorizing certain students enrolled in the Voluntary Prekindergarten Education Program to receive intensive reading interventions using specified funds, etc.
Duties of the Attorney General; Revises duties of the AG; deletes provisions related to Safe Neighborhood Program; requires claims for restitution to be filed with specified entities & deleting DLA from that list; authorizes declarations during state of emergency to be extended by executive order; revises provisions to require DBPR & not AG to regulate convenience businesses.
OGSR/Office of Insurance Regulation; Removes scheduled repeal of exemption for certain proprietary business information, certain solvency reports & disclosures, & information that is confidential & held by OIR.
