Powers of Land Authorities; Authorizes land authorities to assist counties in which they are located with certain activities addressing flooding & sea-level rise.
Fish and Wildlife Conservation Commission; Requires land managing agencies, in consultation with FWCC, to consider gopher tortoise recipient sites in certain plans & include certain assessments in such plans; authorizes owners of certain lands to establish gopher tortoise recipient sites or conservation banks; directs FWCC to take certain actions regarding recipient site applications & participation, & submit report to Legislature; requires certain forms relating to boating under influence be provided by FWCC rather than DHSMV; authorizes certain athletic teams & sports to operate human-powered vessel within specified waterway; revises authorized conditions for determining vessels at risk of becoming derelict; prohibits municipalities & counties from designating public bathing beach & swim areas within specified waterway; repeals provisions relating to derelict vessels & relocation & removal of such vessels; authorizes FWCC to provide derelict vessel grants to local governments; requires FWCC to adopt rules; authorizes FWCC employees & Florida Forest Service to operate drones for specified purposes.

Prescription Drugs Used in the Treatment of Schizophrenia for Medicaid Recipients; Authorizes approval of drug products or certain medication prescribed for treatment of schizophrenia or schizotypal or delusional disorders for Medicaid recipients who have not met step-therapy prior authorization criteria under certain circumstances.

Breach of Bond Costs; Requiring sureties to pay costs and expenses incurred in returning a defendant to the jurisdiction of the court; providing construction; specifying recoverable costs; revising and providing definitions, etc.
Benchmark Replacements for the London Interbank Offered Rate; Requiring that recommended benchmark replacements selected or recommended by specified persons be benchmark replacements on the United States dollar London Interbank Offered Rate (LIBOR) replacement date for certain contracts, securities, and instruments; authorizing specified persons to select benchmark replacements under certain circumstances; requiring benchmark replacement conforming changes to become an integral part of contracts, securities, and instruments under certain circumstances; providing that a person is not liable for damages and is not subject to claims and requests for equitable relief under certain circumstances, etc.
Child Welfare; Authorizing the Department of Children and Families, under certain circumstances, to place children in its custody in therapeutic group homes for residential mental health treatment without prior court approval; providing that the department, rather than the Agency for Health Care Administration, shall appoint qualified evaluators to conduct suitability assessments of certain children in the department’s custody; revising requirements for suitability assessments, etc.
Emergency Medical Care and Treatment of Minors; Deleting the requirement that emergency medical care or treatment by physicians and emergency medical personnel without parental consent be provided only in specified settings, etc.
