Service of Process; Revises provisions relating to procedures for service on various types of business entities, service outside state & in foreign country, & presuit notice before filing medical negligence complaint.
OGSR/Alleged Victim or Victim of Sexual Harassment; Revises exemption from public records requirements for personal identifying information of alleged victim of sexual harassment or victim of sexual harassment if such information identifies person as alleged victim or victim; authorizes alleged victim or victim to waive confidentiality in writing; extends date for legislative review & repeal of exemption; provides statement of public necessity.
Financial Institutions; Provides that failure of foreign nationals to participate through video conference in certain hearings is grounds for denial of certain applications; revises quantity of assets mutual financial institutions may not sell to stock financial institutions, subject to certain conditions; requires OFR, upon receiving applications for authority to organize bank or trust company, to investigate need for target market & ability of primary service area or target market to support proposed & existing banks or trust facilities; authorizes office to waive requirement that certain proposed financial institution presidents or chief executive officers have certain experience within specified timeframe; requires person or group to notify office within specified timeframe upon acquiring controlling interest in state bank or state trust company; revises type of institution with which certain family trust companies are required to maintain deposit account; revises banks with which international bank agencies and international branches are required to maintain certain deposits or investment securities; requires qualified limited service affiliates to suspend certain permissible activities under certain circumstances.
OGSR/Campus Emergency Response; Revises definition for term "campus emergency response"; & removes scheduled repeal of exemption from public records & public meetings requirements for specified portions of campus emergency response.
Consumer Finance Loans; Authorizes licensee & applicant for license to make & collect loans under Florida Consumer Finance Act to provide surety bond, certificate of deposit, or letter of credit in lieu of liquid assets; prohibits person licensed to make & collect consumer finance loans from charging prepayment penalties for loans; revises grounds for denial of license or disciplinary action; revises exceptions for licensee during Financial Technology Sandbox period.
OGSR/Information on Financial Institutions, Affiliated International Trust Entities, and Qualified Limited Service Affiliates/OFR; Removes scheduled repeal of exemption from public records requirements of information held by OFR relating to active investigations & regulation of financial institutions, affiliated international trust entities, & qualified limited service affiliates.
Two-way Radio Communication Enhancement Systems; Specifies authority having jurisdiction determines minimum radio signal strength for all new & existing buildings; authorizes use of two-way radio communication enhancement systems to comply with radio signal strength requirements in Florida Fire Prevention Code; exempts certain apartment buildings from requiring two-way radio communication enhancement systems; provides existing high-rise buildings must comply with specified minimum radio strength requirements by specified dates.
OGSR/Substance Abuse Impaired Persons; Removes scheduled repeal of exemption from public records requirements for petitions for involuntary assessment & stabilization, court orders, related records, & personal identifying information regarding substance abuse impaired persons.
Prescription Drug Coverage; Authorizing the Office of Insurance Regulation to examine pharmacy benefit managers; providing a penalty for failure to register as a pharmacy benefit manager under certain circumstances; revising the entities conducting pharmacy audits to which certain requirements and restrictions apply; providing that health insurers and health maintenance organizations that transfer a certain payment obligation to pharmacy benefit managers remain responsible for specified violations, etc.
