Florida Bright Futures Scholarship Program Student Service Requirements; Providing that students may satisfy eligibility requirements for a Florida Academic Scholars, Florida Medallion Scholars, Florida Gold Seal Vocational Scholars, or a Florida Gold Seal CAPE Scholars award, respectively, by performing a specified number of hours of paid work; authorizing, instead of requiring, such students to identify a specified interest or develop a plan for their service requirements under the program, etc.
Evidence of Vendor Financial Stability; Authorizing an agency, in making a certain determination, to establish financial stability criteria and require a demonstration of financial stability; providing that an agency that requires a vendor to demonstrate financial stability during a competitive solicitation process must accept certain evidence, etc.
Uterine Fibroid Research and Education; Requiring the Department of Health to develop and maintain an electronic database of information related to uterine fibroids; requiring health care providers to submit certain information to the department for inclusion in the database; prohibiting the database from including any personal identifying information; requiring the department to develop and include information related to uterine fibroids in certain literature currently made available to the public for a specified purpose, etc. APPROPRIATION: $802,900
Transportation Facility Designations/98 Points of Light Road; Providing an honorary designation of a certain transportation facility in a specified county; directing the Department of Transportation to erect suitable markers, etc.
Boating Safety; Revises provisions relating to boating collisions & accidents; liveries & livery permits; boating safety education courses; vessel registrations & title transfers; & related rules, fees, fines, & penalties.
Restraint of Students with Disabilities in Public Schools; Prohibiting school personnel from using mechanical restraint on students with disabilities; providing exceptions, etc.
Educational Opportunities for Disabled Veterans; Defining the term “disabled veteran”; providing that disabled veterans receiving certain federal educational assistance benefits are eligible to receive a waiver for the remaining cost of tuition and fees at certain institutions; requiring the amount awarded by the state to be contingent on the application of specified federal benefits; requiring certain institutions to submit an annual report to the Board of Governors and the State Board of Education, etc.
Child Welfare; Requiring the Department of Health to waive fees for certified copies of birth certificates issued to certain unaccompanied homeless youth and young adults; revising requirements for required collaboration among the Board of Governors, the Florida College System, and the Department of Education in working with the Department of Children and Families to assist specified children and young adults; revising eligibility and requirements for a certain driver education, licensure, and insurance program to include certain unaccompanied homeless youth; specifying certification criteria for unaccompanied homeless youth; requiring district school boards to provide cards that contain specified information to certain unaccompanied homeless youth, etc.
Private Instructional Personnel Providing Applied Behavior Analysis Services; Revising the definition of the term “private instructional personnel” to include certain registered behavior technicians; requiring a registered behavior technician to meet specified requirements to provide services, etc.
Professional Structural Engineers; Prohibiting a person who is not licensed as an engineer from using a specified name or title; authorizing the Board of Professional Engineers to refuse to certify an applicant for a professional structural engineer license for certain reasons; providing licensure and application requirements for a professional structural engineer license; specifying acts that constitute grounds for disciplinary action, including civil penalties, against a professional structural engineer, etc.
Residential Picketing; Prohibiting a person from picketing or protesting before or about the dwelling of a person with specified intent; providing criminal penalties; requiring a specified warning before arresting a person for a certain violation, etc.
Pub. Rec./Structured Settlement Payees; Provides exemption from public records requirements for personal identifying information & annuity contract numbers of payee of structured settlement & names of family members, dependents, & beneficiaries of such payee contained in court file relating to proceeding for approval of transfer of structured settlement payment rights; limits such exemption to specified period; provides for future legislative review & repeal of exemption; provides statement of public necessity.
