Educational Facilities; Removes provision authorizing school of hope to colocate with another school in public school facility; removes provision requiring school district to permit school of hope to use underused, vacant, or surplus school district facility; removes requirement for students enrolled in school of hope to be included in school district's total capital outlay full-time equivalent membership; & removes provision authorizing hope operator establishing school of hope to use such facility at no cost.
Newborn Screenings; Citing this act as “Mattie’s Law”; requiring that newborns, beginning on a specified date, be screened for biliary atresia; requiring the Department of Health to consult with the Genetics and Newborn Screening Advisory Council before adopting certain rules; requiring hospitals that provide birthing services to screen for biliary atresia in a specified manner, etc.
Local Business Tax Receipts; Requires persons applying for or renewing local business tax receipt to practice or engage in or manage any business or occupation that conducts certain transactions to exhibit active license or authorization from Office of Foreign Assets Control of United States Department of Treasury; specifies that online renewals may meet such requirement by electronic certification by applicant.
Crimes Evidencing Prejudice Against Disabled Adults; Requires reclassification of penalty for crime if commission of crime evidences prejudice based on victim being disabled adult.
Public Records/Commission on Ethics; Providing an exemption from public records requirements for information received by the commission or derived from its investigations; providing for future legislative review and repeal of the exemption; providing a statement of public necessity, etc.
Medicaid Dental Pilot Program; Requires AHCA to establish & operate 3-year Medicaid dental pilot program in Region B of Statewide Medicaid Managed Care program for persons with disabilities; provides eligibility criteria; specifies covered benefits; provides reimbursement requirements; requires managed care participation; directs AHCA to seek federal approval; requires AHCA to collect specified data & submit report to Governor & Legislature by specified date; provides for expiration.
Statewide Data Sharing of Secondhand Dealer, Secondary Metals Recycler, and Pawnbroker Transactions; Requires secondhand dealers, secondary metals recyclers, & pawnbrokers to transmit specified records to FDLE for purpose of statewide data sharing.
Responsible Firearm Safety Awareness Month; Designating the month of June as “Responsible Firearm Safety Awareness Month” for a specified purpose; encouraging the Department of Law Enforcement, local governments, and other agencies and organizations to sponsor certain events, etc.
Space Florida; Revising the definition of the term “governmental purpose”; providing that certain property being used by a nongovernmental lessee pursuant to a project authorized by the Space Florida board of directors is deemed to perform an essential governmental purpose and is exempt from taxation; exempting from the sales and use tax certain tangible personal property leased to private entities; providing that Space Florida is not subject to certain provisions, etc.
Deferred Compensation Plans for Public Employees; Authorizes inclusion of automatic enrollment arrangement in government employee's deferred compensation plan; requires that automatic enrollment arrangement be established with default contribution rate; authorizes periodic reenrollment of specified government employees; authorizes periodic resetting of contribution rates for specified government employees; requires that automatic enrollment arrangement provide employees ability to make certain elections regarding contributions; requires that plan provide for default investment into which contributions must be placed under specified circumstance; authorizes counties, municipalities, political subdivisions, & constitutional county officers to adopt automatic enrollment arrangements for specified deferred compensation programs; provides that deferred compensation plan of state may adopt automatic enrollment arrangement only upon approval of Legislature; requires that certain deduction of wages or salary of employees be treated in specified manner.
Kratom; Requires DACS to certify laboratories that meet certain qualifications; requires DACS to adopt certain rules for certification & DOH to assist DACS in developing such rules; provides that licensed laboratories agree to certain audits & inspections by DACS; requires certain criteria to be met for distribution & sale of kratom products; prohibits retail sale & delivery of kratom products; prohibits kratom products from being sold, given, bartered, furnished, or delivered to certain consumers; provides that it is unlawful to sell, give, barter, furnish, or deliver kratom products to persons under certain age; provides that kratom products sold, offered for sale, delivered, or distributed in violation of specified provisions are contraband, are subject to seizure & forfeiture, & must be disposed of in specified manner; prohibits person from ingesting kratom products in, on, or within specified distance from school property during certain time period; authorizes specified businesses to sell kratom products.
Residential Utility Disconnections; Prohibiting an electric utility, a public utility, or a water utility from disconnecting service to residential customers for nonpayment of bills or fees under specified circumstances; requiring such utilities to waive reconnection fees and late fees in certain circumstances; prohibiting such utilities from recovering from customers any fee or expense incurred in complying with the act; requiring that all notices of nonpayment of bills and fees provide an offer of bill payment assistance or provide certain information, etc.
