Further, the resolution supports the demands of the movement for justice, accountability, and meaningful police and security-sector reform in Nigeria, and it calls on the Nigerian government to release everyone who has been wrongfully arrested for participating in or supporting this movement.
This resolution calls on the government of Azerbaijan to immediately return all Armenian prisoners of war and captured civilians. The resolution also urges the Department of State to engage with Azerbaijani authorities to bring about this result.
This resolution supports the vision, mission, and goals of the Global Partnership for Education, and it affirms the role of the United States in improving access to quality public education and improved learning outcomes for children and adolescents (particularly for girls) in the poorest countries.
This resolution encourages the recognition of the collective history and achievements of people of African descent and reaffirms the importance of their equal participation in all aspects of political, economic, social, and cultural life. The resolution also recognizes that many Black Europeans have experienced injustices in the public and private sector and welcomes European efforts to promote racial equality and combat discrimination. Further, the resolution urges the Department of State and the U.S. Agency for International Development to support efforts to promote equality.
This resolution condemns Iranian state-sponsored terrorist attacks against U.S. citizens and officials and Iranian dissidents and expresses support for the people of Iran who are engaged in legitimate and peaceful protests against the Iranian regime.
Protecting Tourism in the United States Act This bill requires the Department of Commerce to study and report on the effects of the COVID-19 (i.e., coronavirus disease 2019) pandemic on the travel and tourism industry, including considerations of changes in industry employment rates and business revenues during the pandemic. In conducting this study, Commerce must consult with industry representatives and provide an opportunity for public comment and advice, and its report must include policy recommendations for promoting and assisting the travel and tourism industry.
Climate Change Education Act This bill declares that the evidence for human-induced climate change is overwhelming and undeniable. The National Oceanic and Atmospheric Administration (NOAA) must establish a Climate Change Education Program to increase the climate literacy of the United States by broadening the understanding of human-induced climate change, including possible consequences, disproportionate impacts of such consequences, and potential solutions; apply the latest scientific and technological discoveries to provide learning opportunities to people of all ages; and help people understand and promote implementation of new technologies, programs, and incentives related to climate change, climate adaptation and mitigation, climate resilience, climate justice, and environmental justice. NOAA must also establish a grant program for climate change education.
Border Surge Response and Resilience Act This bill requires the Department of Homeland Security (DHS) to develop a plan for responding to irregular increases in migration at the border that present risks to border security. The plan shall include various elements including (1) a list of each agency, component, and office involved; (2) a process for quickly expanding capacity to temporarily process and hold individuals; and (3) a strategy for coordinating with local governments and other entities when DHS releases detained individuals. DHS must also identify metric thresholds for determining when to activate the plan and must activate the plan when such thresholds are satisfied. Furthermore, DHS must notify Congress no later than 14 days after activating the plan.
HIV Epidemic Loan-Repayment Program Act of 2021 or the HELP Act of 2021 This bill directs the Health Resources and Services Administration (HRSA) to carry out a loan repayment program for certain health care providers who agree to provide HIV treatment or HIV dental care in (1) a designated health professional shortage area, (2) a clinical site that is funded under the Ryan White HIV/AIDS Program, or (3) an area that meets requirements specified by HRSA. For each qualifying year of service, HRSA pays one-fifth of the principal and interest on any eligible loan, with total loan repayment after five years; repayment is capped at $250,000 per borrower.
Closing Loopholes for Oil and other Sources of Emissions Act or the CLOSE Act This bill repeals exemptions from the Clean Air Act under which (1) emissions from oil and gas wells and pipeline facilities are excluded from aggregation with emissions from other similar units for purposes of determining major sources, and (2) the Environmental Protection Agency (EPA) excludes oil and gas production wells from being listed as area sources. Additionally, the bill requires the EPA to issue a final rule adding hydrogen sulfide to the list of hazardous air pollutants under the Clean Air Act and revising such list to include categories and subcategories of major sources and area sources of hydrogen sulfide, including oil and gas wells.
Nursing Facility Quality Reporting Act of 2021 This bill provides statutory authority for the requirement that Medicare skilled nursing facilities and Medicaid nursing facilities report data regarding COVID-19 (i.e., coronavirus disease 2019) preparedness, testing, infections, and deaths. Additionally, the Centers for Medicare & Medicaid Services must publish on the Nursing Home Compare website certain demographic information, aggregated by state, with respect to COVID-19 infections and deaths in such facilities.
