District of Columbia Transportation Funding Equality Act This bill treats the District of Columbia as a state with respect to the Department of Transportation's grant program for buses and bus facilities. Currently, the District is treated as a territory under the program.
Radiation Exposure Compensation Act Amendments of 2021 This bill expands two programs that compensate individuals who were exposed to radiation during certain nuclear testing or uranium mining and subsequently developed medical conditions, including cancers. First, the bill expands and extends a program that compensates individuals who were exposed to radiation from atmospheric nuclear testing or other sources and subsequently developed specified cancers. Under current law, this program compensates individuals who were present in a designated geographic area during a period of nuclear testing and certain individuals employed in uranium mining. The bill expands the designated areas to include Colorado, Idaho, Montana, New Mexico, and Guam and additional areas in Arizona, Nevada, and Utah; makes more individuals who worked in uranium mining eligible for the program; increases the amount of compensation awarded to and provides medical benefits for eligible claimants; and extends for 19 years following the bill's enactment the fund that supports this program and the statute of limitations for filing claims (currently, the program terminates on July 10, 2022). Second, the bill makes certain individuals employed in uranium mines or mills eligible for a program that compensates workers, including Department of Energy employees and contractors, for illnesses caused by occupational exposure to radiation and hazardous substances during development and testing of the nation's nuclear weapons stockpile. The bill also establishes a grant program in the National Institute of Environmental Health Sciences for institutions of higher education to study the epidemiological impacts of uranium mining and milling among individuals without occupational exposure.
Better Cybercrime Metrics Act This bill establishes various requirements to improve the collection of data related to cybercrime and cyber-enabled crime (cybercrime). Among the requirements the Department of Justice (DOJ) must enter into an agreement with the National Academy of Sciences to develop a taxonomy for categorizing different types of cybercrime faced by individuals and businesses; DOJ must establish a category in the National Incident-Based Reporting System for collecting cybercrime reports from federal, state, and local officials; DOJ's Bureau of Justice Statistics and the Bureau of the Census must include questions about cybercrime in the annual National Crime Victimization Survey; and the Government Accountability Office must assess the effectiveness of reporting mechanisms for cybercrime and disparities in reporting cybercrime data and other types of crime data.
Employee Retention Tax Credit Reinstatement Act This bill provides for a reinstatement of the employee retention tax credit through 2021. The credit was established to compensate employers whose businesses were negatively impacted by the COVID-19 pandemic for wages paid to their employees.
Rosie the Riveter National Historic Site Expansion Act This bill adds to the Rosie the Riveter/World War II Home Front National Historical Park in California Nystrom Elementary School--The Maritime Building and other areas as the Department of the Interior deems appropriate. Within the boundaries of the park, Interior may acquire lands, improvements, waters, or interests therein by donation, purchase, exchange, or transfer. Any lands, or interests therein, owned by California or any political subdivision of California may be acquired only by donation.
This resolution expresses that the International Atomic Energy Agency (IAEA) plays an indispensable role in strengthening nuclear security and safety around the globe. The resolution also reaffirms that the United States has a vital interest in preventing the spread of nuclear weapons and securing nuclear materials.
Federal Agency Climate Planning, Resilience, and Enhanced Preparedness Act of 2021 or the Federal Agency Climate PREP Act This bill requires executive agencies to develop plans to address, mitigate, and adapt to climate change. Specifically, each executive agency (except for the Government Accountability Office) must submit to the Office of Management and Budget an agency climate action plan. In addition, the bill establishes a Council on Federal Agency Climate Planning, Resilience, and Enhanced Preparedness. Finally, the bill provides statutory authority for the establishment of the White House Office of Domestic Climate Policy, which was created by Executive Order 14008.
District of Columbia Courts Vacancy Reduction Act This bill allows District of Columbia judicial nominees to be appointed after a 30-day congressional review period without the advice and consent of the Senate, unless a joint resolution of disapproval is enacted into law during that period.
HRES 828 is a ceremonial resolution congratulating the Washington Spirit women's soccer team on winning the 2021 National Women's Soccer League (NWSL) championship. It specifically acknowledges their victory over the Chicago Red Stars, highlights key players and coaches, and applauds community support in the Washington, D.C. area. The resolution also includes a statement expressing support for equity in men's and women's professional sports. As a non-binding expression of goodwill, it does not create new policies or affect any regulations.
Our Lawn Act This bill prohibits certain political events from being held on federal property. Specifically, the bill explicitly prohibits conventions of national political parties and fundraising events for congressional, presidential, and vice-presidential candidates from being held on or in any federal property, including the White House and surrounding grounds. Violations are subject to civil penalties, imprisonment, or both.
Maternal Vaccination Act This bill includes a focus on pregnant and postpartum individuals in existing public health activities to increase vaccination rates. First, the Centers for Disease Control and Prevention must incorporate a focus on pregnant and postpartum individuals, including by disseminating information to obstetric health care providers, into its existing public awareness campaign about the importance of vaccinations. Second, the bill expressly allows certain project grants for preventive health services to be used for activities to increase vaccination rates of pregnant and postpartum individuals (and their children).
District of Columbia Government Accountability Office Home Rule Act This bill removes the authority of the Government Accountability Office (GAO) over the District of Columbia government. The bill repeals requirements requiring the GAO to (1) audit the accounts and operations of the District government; (2) assist congressional committees in assessments of program evaluations prepared by and for the District government; (3) deliver any part of a report where the District is the subject of that report; and (4) recommend, and receive a response concerning, an action of the District government.
