Universal Prekindergarten and Early Childhood Education Act of 2022 This bill authorizes through FY2027 a grant program for states to establish or expand full-day prekindergarten programs that (1) permit each three- or four-year old child in the state to be voluntarily enrolled by the child's parent, regardless of income, in the program at the public school in which the child would be enrolled for kindergarten; (2) run the length of the regular school year; and (3) are taught by teachers who possess equivalent or similar qualifications to those of teachers of other grades in the school. The federal share of such a grant shall not exceed 80% of the costs of carrying out these activities. Grant funds received under the program shall be used to supplement and not supplant other federal early childhood education funds in the state.
Henrietta Lacks Congressional Gold Medal Act This bill awards posthumously a Congressional Gold Medal in commemoration of Henrietta Lacks in recognition of her immortal cells which have made invaluable contributions to global health, scientific research, our quality of life, and patients' rights.
LIHTC Financing Enabling Long-term Investment in Neighborhood Excellence Act or the LIFELINE Act This bill permits states, territories, or tribal governments to use State and Local Fiscal Recovery Funds to finance qualified low-income housing projects (i.e., projects for residential rental property meeting certain income tests) with loans obligated by December 31, 2024, and having maturities of 30 or more years.
Big Oil Windfall Profits Tax Act This bill imposes an excise tax on the windfall profits of crude oil on taxpayers who extracted and imported more than 300,000 barrels (a barrel equals 42 U.S. gallons) of taxable crude oil (i.e., crude oil, crude oil condensates, and natural gasoline) in 2019, or who extracted and imported that amount in the current calendar quarter. The bill requires rebates of the tax collected to be paid to individual taxpayers. The bill establishes the Protect Consumers from Gas Hikes Fund to finance such rebates.
Expand Education Deduction for Teachers Act This bill increases the tax deduction for the expenses (from not in excess of $250 to not in excess of $2,000) of K-12 educators and includes early childhood educators for purposes of such deduction.
Honoring Harriet Tubman Act This bill requires the Joint Committee on the Library to obtain a statue of Harriet Tubman and place the statue in a suitable permanent location in National Statuary Hall.

Record of Military Service for Members of the Armed Forces Act of 2022 This bill requires the Department of Defense (DOD) to create the Certificate of Military Service. The Certificate of Military service will be a standard record of military service for all members of active and reserve components of the armed forces to encompass all duty, including that of National Guard and Coast Guard duty. Under the bill, the document must (1) be standardized, (2) be the same for all members of the armed forces, and (3) replace and serve the same function as a discharge certificate or certificate of release (DOD Form DD-214). The bill also requires that a current record of service be issued to members of the reserve components upon the occurrence of any of the following events: permanent change to duty status (e.g., retirement or transfer to active duty), discharge or release from temporary active duty orders, specified promotions, and transfer to another state National Guard.
