HR 7164: CFO Vision Act of 2022

CFO Vision Act of 2022 This bill establishes or modifies provisions to provide for standardized government-wide financial management requirements. Each agency Chief Financial Officer must oversee and provide leadership in the areas of budget formulation and execution, planning and performance, risk management, internal controls, financial systems, accounting, and other areas as the Office of Management and Budget may designate. The bill requires the government-wide financial management plan to include actions for improving financial management systems, strengthening the federal financial management workforce, and linking performance and cost information to budget decision-making. The bill requires (1) the development of financial management performance-based metrics, and (2) an assessment of performance by such metrics to be included in the government-wide and agency-level financial management plans and status reports.

HRES 964: Expressing the sense of the House of Representatives that the United States condemns the Russian Government's gross violations of international law amounting to war crimes and crimes against humanity, stands in solidarity with the people of Ukraine, and supports the efforts of international organizations to help people displaced by war and conflict.

This resolution expresses that the House of Representatives condemns the continued use of unlawful and indiscriminate violence against civilian populations by Russia, its allies, and any other parties to the military invasion of Ukraine by Russia; urges that the global community hold Vladimir Putin and the Russian government accountable for war crimes committed during the invasion of Ukraine; urges the United States and its allies to continue providing defense security assistance and humanitarian aid to Ukraine as Ukrainians defend themselves against Russia's invasion of their country; supports the continued use of sanctions against Russia and its allies until Russia ends its invasion of Ukraine and recognizes Ukraine's internationally recognized borders and political independence; and stands in solidarity with the people of Ukraine who are fighting for their freedom and democracy.

HR 7147: Cost of War Act of 2022

Cost of War Act of 2022 This bill directs the Department of Defense (DOD) to post on its public website information relating to the cost to U.S. taxpayers of any overseas contingency operation conducted by the U.S. Armed Forces on or after September 18, 2001. DOD must update such information not later than 90 days after the end of each fiscal year.

HR 6785: Right Whale Coexistence Act of 2022

Right Whale Coexistence Act of 2022 This bill provides support for the conservation of North Atlantic right whales ( Eubalaena glacialis ). Specifically, it requires the National Oceanic and Atmospheric Administration (NOAA) to provide financial assistance for projects designed to reduce the lethal and sub-lethal effects of human activities on North Atlantic right whales. In addition, NOAA must conduct surveys of plankton on an ongoing basis using a continuous plankton recorder.

HR 3431: Increasing Community Access to Resiliency Grants Act of 2021

Increasing Community Access to Resiliency Grants Act of 2021 This bill directs the National and Oceanic and Atmospheric Administration (NOAA) to establish and regularly update a publicly available website that includes hyperlinks to all grants administered by NOAA and hyperlinks to other federal agencies that offer similar grants to assist state, tribal, and local governments with resiliency, adaptation, and mitigation of climate change and sea level rise; and for each such grant, the contact information for an individual who can offer assistance to such governments. NOAA shall conduct outreach activities to inform state, tribal, and local governments of the resiliency, adaptation, and mitigation grants.

HRES 987: Expressing gratitude on behalf of the people of the United States to the journalists and news staff who are risking injury and death, are subject to grave threat, and have sacrificed their lives, to chronicle and report on the ongoing war in Ukraine resulting from Putin's invasion.

This resolution expresses that the House of Representatives declares its gratitude on behalf of the people of the United States to the journalists and news staff who continue to put themselves in harm's way to report on the humanitarian crisis and ongoing war on the ground in Ukraine following Russian President Vladimir Putin's invasion of Ukraine; and honors the contributions of journalists and news staff reporting from the war in Ukraine as essential in the ongoing struggle for the rights of a free press and free speech internationally, pivotal in pushing back against false propaganda by tyrants, and crucial to informing Americans and the world of the horrors being wrought against the Ukrainian people.

HR 7099: Stop Gas Price Gouging Tax and Rebate Act

Stop Gas Price Gouging Tax and Rebate Act This bill imposes an excise tax of 50% of the excess of the windfall profit of a producer of crude oil (including crude oil condensates and natural gasoline) that has an average daily worldwide production of crude oil of at least 300,000 barrels for the taxable year, and had gross receipts in excess of $1 billion for its last taxable year during 2005. The bill defines windfall profit as the excess of the adjusted taxable income of such producer for taxable year 2022 over the reasonably inflated average profit for such taxable year. The bill requires payment of energy price rebates to eligible individuals.

HR 7073: Into the Light for MMH and SUD Act of 2022

Into the Light for Maternal Mental Health and Substance Use Disorders Act of 2022 or the Into the Light for MMH and SUD Act of 2022 This bill reauthorizes through FY2028 a program that addresses maternal depression and, among other changes, expands its scope to include mental health and substance use disorders. It also requires the Department of Health and Human Services to maintain a national hotline to provide mental health and substance use disorder resources to pregnant and postpartum women and their families.

HR 5819: Autonomy for Disabled Veterans Act

Autonomy for Disabled Veterans Act This bill increases the maximum amount authorized under the Home Improvements and Structural Alterations (HISA) grant program to $10,000 for veterans with a service-connected disability and $5,000 for those with disabilities that are not service-connected. The HISA grant program provides medically necessary improvements and structural alterations to veterans' (or service members') primary residence for specified purposes (e.g., allowing for entrance to their home). The bill requires the Department of Veterans Affairs to increase the dollar amount of the grant in accordance with inflation as determined by the Consumer Price Index.
