HR 7769: Helicopter Safety and Noise Management Act

Helicopter Safety and Noise Management Act This bill establishes a commission comprised of the Federal Aviation Administration, members of local and state government, and helicopter noise and safety advocates to develop a helicopter usage management plan to substantially reduce the number of nonessential civil rotorcraft (i.e., a helicopter) that can operate in certain airspace at any given time. The plan shall not apply any limitation or requirement to the operation of a civil rotorcraft for purposes of public health and safety, including (1) law enforcement, (2) emergency response, (3) disaster response, (4) medical services, (5) scientific research, and (6) official purposes by a news organization.

HR 7773: Alzheimer’s Accountability and Investment Act

Alzheimer's Accountability and Investment Act This bill requires the National Institutes of Health to annually submit, beginning in FY2024, an estimate of its budget and personnel needs for carrying out initiatives pursuant to the National Alzheimer's Project. This project supports coordination of federal planning, research, and other efforts to address Alzheimer's disease and related dementias.

HR 7775: NAPA Reauthorization Act

NAPA Reauthorization Act This bill extends through 2035 and makes other changes to the National Alzheimer's Project. This project supports coordination of federal planning, programs, and other efforts to address Alzheimer's disease and related dementias. In particular, the bill incorporates a focus on promoting healthy aging and reducing risk factors associated with cognitive decline. The bill also expands the membership of the Advisory Council on Alzheimer's Research, Care, and Services to include (1) a researcher with experience recruiting and retaining diverse clinical trial participants, (2) an individual diagnosed with Alzheimer's disease, and (3) representatives from additional federal agencies (e.g., the Department of Justice and the Office of Management and Budget).

HR 7739: Affordable Housing and Area Median Income Fairness Act of 2022

Affordable Housing and Area Median Income Fairness Act of 2022 This bill reauthorizes through FY2032 the Community Development Block Grant and other specified programs that support affordable housing. The bill also requires the Department of Housing and Urban Development (HUD) to assess alternative methods of calculating area median income (i.e., any metric used to refer to the median income level for a given area or jurisdiction for purposes of any program administered by HUD) and the use of alternative metrics in order to make housing more affordable for low-income families in urban areas.

HR 7632: Tribal Access to Clean Water Act of 2022

Tribal Access to Clean Water Act of 2022 This bill provides funding for and expands access to water resources for Native communities (i.e., Indian tribes and Native Hawaiian communities). First, the bill provides funding for the Indian Health Service to (1) provide essential sanitation facilities to community structures (e.g., schools, hospitals, and tribal offices) that were not previously considered eligible for such service; (2) provide technical assistance; and (3) operate and maintain water facilities that serve Native communities. Next, the bill provides funding for the Department of Agriculture to provide water and wastewater facility grants to eligible entities (e.g., Native communities) that have residents facing significant health risks due to inadequate water supply systems. The bill specifies that these funds shall not require any matching contribution. In addition, the bill reauthorizes through FY2032 the Bureau of Reclamation's Rural Water Supply Program. Further, the bill provides funding for and establishes a grant program for tribal clean water access projects. It also provides funding for the Native American Affairs Technical Assistance Program.

HR 6238: WaterSMART Access for Tribes Act

WaterSMART Access for Tribes Act This bill allows the Department of the Interior to reduce or waive the nonfederal share of certain grants and agreements for assisting Indian tribes in planning, designing, or constructing any water management improvement or carrying out any water-related activity if the tribe does not have sufficient funds to pay the cost share.

HR 7724: RUSSIA Act

Reparations for Ukraine through Sovereign nation Support and Integration Act or the RUSSIA Act This bill directs the President to seek to enter into an agreement with other countries that have frozen the assets of Russia's central bank to (1) transfer the frozen assets into a single account at an international financial institution, and (2) distribute such assets to provide for the reconstruction of Ukraine after the cessation of hostilities in Ukraine.

HR 7696: Clean Water Standards for PFAS 2.0 Act of 2022

Clean Water Standards for PFAS 2.0 Act of 2022 This bill directs the Environmental Protection Agency to develop requirements to (1) limit the discharge of perfluoroalkyl and polyfluoroalkyl substances (PFAS) into certain waters of the United States, and (2) publish human health water quality criteria for PFAS. PFAS are man-made and may have adverse human health effects. A variety of products contain the compounds, such as nonstick cookware or weatherproof clothing.

HR 7686: District of Columbia Code Returning Citizens Coordination Act

District of Columbia Code Returning Citizens Coordination Act This bill requires the Bureau of Prisons (BOP) to provide, every 90 days, specified information (e.g., the scheduled release date) to the Mayor of the District of Columbia for each person under the jurisdiction of the BOP pursuant to the National Capital Revitalization and Self-Government Improvement Act of 1997. The BOP must also provide, upon the request of the Mayor, such information to the Court Services and Offender Supervision Agency for the District. The Mayor of the District of Columbia may not disclose the provided information outside of the District government or to any District of Columbia law enforcement agency, but may disclose such information to counsel for the detained individuals, and to organizations that provide legal representation to individuals in criminal or post-conviction matters, or in matters related to re-entry.

HR 279: Roadless Area Conservation Act of 2021

Roadless Area Conservation Act of 2021 This bill bars the Department of Agriculture from allowing the construction of roads, the reconstruction of roads, or logging in an inventoried roadless area where those activities are prohibited by the Roadless Rule (i.e., certain federal regulations relating to roadless area management).
