Capitol Remembrance Act This bill requires the Architect of the Capitol (AOC) to design and install in a prominent location in the U.S. Capitol a permanent exhibit that depicts the January 6, 2021, attack on the Capitol. To the extent possible, the AOC must preserve property that was damaged during the attack and include it in the exhibit. The AOC must also include (1) existing photographic records relating to the attack; and (2) a plaque to honor the U.S. Capitol Police and other law enforcement agencies that protected the Capitol, the individuals who died or sustained injuries to protect the Capitol, and the staff who helped restore the Capitol complex after the attack.
Girls' Leadership, Engagement, Agency, and Development Act of 2021 or the Girls LEAD Act This bill directs the Department of State and the U.S. Agency for International Development (USAID) to jointly report to Congress a strategy to strengthen the participation of adolescents, particularly girls, in democracy, human rights, and governance. The State Department and the USAID shall (1) implement activities to achieve this goal, including activities to increase adolescent girls' civic and political knowledge and skills and address barriers to political participation; and (2) prioritize foreign assistance funding for democracy, human rights, and governance programs toward achieving the goals in this bill.
Retired Pay Restoration Act This bill allows the receipt of both military retired pay and veterans' disability compensation with respect to any service-connected disability. Under current law, only individuals with service-connected disabilities rated at 50% or more receive both without offset. Individuals who were retired or separated after at least 20 years of military service due to a service-connected disability shall be eligible for the full concurrent receipt of both veterans' disability compensation and either military retired pay or combat-related special pay.
This concurrent resolution censures President Donald J. Trump for actions described in this resolution, including attempting to overturn the 2020 presidential election and inciting insurrection at the U.S. Capitol on January 6, 2021. The resolution calls upon President Trump to acknowledge that President-elect Joseph R. Biden was the victor of the election and that President-elect Biden will be the lawful President on January 20, 2021; call on his supporters not to engage in violence; disavow the actions of the insurrectionists who attacked the U.S. Capitol; and denounce any further acts of violence, including any planned to occur surrounding the 58th Presidential Inauguration. Finally, it finds that, in engaging in the above cited actions, President Trump "as an officer of the United States ... engaged in insurrection or rebellion against the [United States], or [gave] aid or comfort to the enemies thereof," as described in Section 3 of the Fourteenth Amendment, making him ineligible for future office, unless Congress, in the future, removes such disability by a two-thirds vote of each chamber.
This joint resolution proposes a constitutional amendment authorizing Congress and the states to set reasonable limits on the raising and spending of money by candidates and others to influence elections. The amendment grants Congress and the states the power to implement and enforce this amendment by legislation. They are allowed to distinguish between natural persons and corporations or other artificial entities created by law, including by prohibiting such entities from spending money to influence elections.
This resolution impeaches President Donald John Trump for high crimes and misdemeanors. Specifically, the resolution sets forth two articles of impeachment. The first article states that President Trump abused the powers of the presidency by attempting to unlawfully overturn the results of Georgia's presidential election. The article specifies that President Trump, on a recorded call, repeatedly asked the Secretary of State of Georgia to overturn the verified results of the election and threatened consequences for a failure to do so. The second article states that President Trump abused the powers of the presidency by inciting violence and orchestrating an attempted coup. The article specifies that, on January 6, 2021, President Trump incited a crowd of supporters to attack the Capitol while Congress was in session to certify the results of the election. The article further specifies that, after those supporters had violently breached the Capitol, President Trump made a statement repeating his false claims of election fraud and expressing affection for the supporters. Both articles state that, by such conduct, President Trump warrants impeachment and trial, removal from office, and disqualification from holding U.S. office.
This resolution censures and condemns President Donald J. Trump for asking the Georgia Secretary of State on January 2, 2021, to overturn the Georgia results of the November 2020 presidential election. It further calls on President Trump to (1) retract and disavow this behavior, and (2) acknowledge President-elect Joseph R. Biden as the victor of the November 2020 presidential election.
End Racial and Religious Profiling Act of 2021 or ERRPA This bill establishes a framework to eliminate racial profiling at the federal, state, and local levels. Specifically, it requires federal law enforcement agencies to maintain policies and procedures to eliminate racial profiling, including training, data collection, and complaint procedures. State, local, and tribal law enforcement agencies must maintain similar policies and procedures as a condition of receiving funds under the Edward Byrne Memorial Justice Assistance Grant program and the Community Oriented Policing Services program. To enforce violations, the bill authorizes civil suits by the Department of Justice and affected individuals.
Stop Forced Organ Harvesting Act of 2021 This bill establishes specified measures to combat forced organ harvesting and the international trafficking in persons for the purpose of removing their organs. These measures include (1) establishing property-blocking and visa-blocking sanctions, (2) prohibiting exports of certain surgery devices to entities that are identified as being responsible for forced organ harvesting or related human trafficking, and (3) requiring the Department of State to report on these practices.
Background Check Completion Act of 2021 This bill prohibits a licensed gun dealer from transferring a firearm to an unlicensed person prior to the completion of a background check. Current law permits a licensed gun dealer to transfer a firearm to an unlicensed person if a submitted background check remains incomplete after three business days.
Treat and Reduce Obesity Act of 2021 This bill expands Medicare coverage of intensive behavioral therapy for obesity. Specifically, the bill allows coverage for therapy that is provided by (1) a physician who is not a primary care physician; or (2) other health care providers (e.g., physician assistants and nurse practitioners) and approved counseling programs, if provided upon a referral from, and in coordination with, a physician or primary care practitioner. Currently, such therapy is covered only if provided by a primary care practitioner. The bill also allows coverage under Medicare's prescription drug benefit of drugs used for the treatment of obesity or for weight loss management for individuals who are overweight.
Non-Opioids Prevent Addiction In the Nation Act or the NOPAIN Act This bill temporarily establishes separate payments for certain non-opioid treatments under the Medicare prospective payment system for hospital outpatient department services and the payment system for ambulatory surgical center services. The bill applies to pain management treatments that are able to replace or reduce opioid consumption, as shown through clinical trials or data.
