This bill retroactively eliminates the waiting period for Social Security Disability Insurance (SSDI) benefits for certain individuals with amyotrophic lateral sclerosis (ALS). Commonly known as Lou Gehrig's Disease, ALS is a progressive neurodegenerative disease that affects nerve cells in the brain and spinal cord. Under current law, most SSDI recipients must wait five months after becoming disabled before their benefit payments may begin. The ALS Disability Insurance Access Act of 2019 eliminated the waiting period for individuals with ALS but only covers individuals who apply for benefits after the date of enactment (December 20, 2020). As a result, individuals with ALS who applied for SSDI benefits in the five months before that date are still subject to the waiting period. This bill eliminates the waiting period for those individuals.
Safe Step Act This bill requires a group health plan to establish an exception to medication step-therapy protocol in specified cases. A medication step-therapy protocol establishes a specific sequence in which prescription drugs are covered by a group health plan or a health insurance issuer. A request for such an exception to the protocol must be granted if (1) an otherwise required treatment has been ineffective, (2) such treatment is expected to be ineffective and delaying effective treatment would lead to irreversible consequences, (3) such treatment will cause or is likely to cause an adverse reaction to the individual, (4) such treatment is expected to prevent the individual from performing daily activities or occupational responsibilities, (5) the individual is stable based on the prescription drugs already selected, or (6) there are other circumstances as determined by the Employee Benefits Security Administration. The bill requires a group health plan to implement and make readily available a clear process for an individual to request an exception to the protocol, including required information and criteria for granting an exception. The bill further specifies timelines under which plans must respond to such requests.
Housing Supply and Affordability Act This bill allows the Department of Housing and Urban Development to award grants to states, local governments, Indian tribes, and Native Hawaiian organizations for the development and implementation of housing policy plans. These plans must increase the housing supply while avoiding resident displacement, increase housing affordability, and reduce barriers to housing development. The amounts provided by the bill are designated as an emergency requirement pursuant to the Statutory Pay-As-You-Go Act of 2010 (PAYGO) and the Senate PAYGO rule. (This excludes the budget effects from being counted for the purposes of enforcing the PAYGO rules.)
Civics Secures Democracy Act This bill provides resources to expand educational programs in American civics and history, including by establishing grant and fellowship programs and reauthorizing various programs. First, the bill authorizes the Department of Education (ED) to award grants to states, qualified nonprofit organizations, institutions of higher education (IHEs), and qualified researchers to support and expand access to civics and history education. Next, the bill establishes a fellowship program to diversify the civics and history education workforce. In addition, the bill reauthorizes through FY2027 and revises the American History for Freedom grant program. The bill renames the program as the American Civics Education Program. The bill revises the grant program to authorize ED to award grants to IHEs once every three years to establish or strengthen academic programs to promote American political thought and history; the history, achievements, and impact of American representative democracy and constitutional democracies globally; and the means of participation in political and civic life. IHEs may use grants to support additional activities, such as collaborating with federal or state humanities programs and using open educational resources. Further, the bill reauthorizes through FY2022 and revises the Harry S. Truman Memorial Scholarship Trust Fund and the James Madison Memorial Fellowship Trust Fund. Finally, the bill requires the National Assessment of Educational Progress in civics and history to be administered every two years to certain grade levels.
Creating a Respectful and Open World for Natural Hair Act of 2021 or the CROWN Act of 2021 This bill prohibits discrimination based on a person's hair texture or hairstyle if that style or texture is commonly associated with a particular race or national origin. Specifically, the bill prohibits this type of discrimination against those participating in federally assisted programs, housing programs, public accommodations, and employment. Persons shall not be deprived of equal rights under the law and shall not be subjected to prohibited practices based on their hair texture or style. The bill provides for enforcement procedures under the applicable laws.
Senior Access to Vaccines Ensured Act of 2021 or the SAVE Act of 2021 This bill requires the Centers for Medicare & Medicaid Services (CMS) to establish a program that provides nonemergency medical transportation (NEMT) for Medicare beneficiaries to COVID-19 vaccination sites during the public health emergency. The CMS must contract with qualified transportation managers to implement the program, with preference given to those with prior experience under a state Medicaid NEMT program. The CMS must also establish criteria for beneficiary participation that is similar to the criteria used by states for Medicaid NEMT services.
Veterans Expedited TSA Screening Safe Travel Act or the VETS Safe Travel Act This bill makes certain veterans eligible for the Transportation Security Administration (TSA) PreCheck Program at no cost if they meet the program's background check and security requirements. Veterans who are eligible for this fee waiver are those who are in the annual patient enrollment system of the Department of Veterans Affairs (VA) and require the use of a wheelchair, prosthetic limb, or other assistive device to aid with mobility due to (1) loss, or loss of use, of a limb; (2) full or partial paralyzation; or (3) permanent blindness. The VA and the TSA must develop and implement a process to provide disabled veterans effective outreach about TSA programs that are designed to improve the screening process for passengers with disabilities.
Ethan's Law This bill establishes a framework to regulate the storage of firearms on residential premises at the federal, state, and tribal levels. At the federal level, the bill establishes statutory requirements for firearms on residential premises to be safely stored if a minor is likely to gain access without permission or if a resident is ineligible to possess a firearm. An individual who violates the requirements is subject to criminal penalties. A firearm stored in violation of the requirements is subject to seizure and forfeiture. At the state and tribal levels, the bill requires the Department of Justice to award grants to implement functionally identical requirements for the safe storage of firearms.
National Office of New Americans Act This bill establishes the National Office of New Americans (NONA) within the Executive Office of the President to promote and support the integration of immigrants and refugees into the social, cultural, economic, and civic life of the United States. The NONA shall also establish the Federal Initiative on New Americans. The initiative shall establish a coordinated federal program to respond effectively to immigrant and refugee integration issues such as language learning, adult education and workforce training, health care, and naturalization.
Clean Corridors Act of 2021 This bill directs the Department of Transportation to award grants to certain governmental entities and planning organizations to install electric vehicle charging infrastructure and hydrogen fueling infrastructure along designated alternative fuel corridors.
Improving Access to Mental Health Act of 2021 This bill increases the Medicare reimbursement rate for clinical social worker services. The bill excludes clinical social worker services from the prospective payment system in which predetermined amounts form the basis for payment under Medicare. Additionally, the bill alters the definition of clinical social worker services as it relates to Medicare. Under current law, such services (1) include services performed for the diagnosis and treatment of mental illnesses, and (2) exclude services furnished to an inpatient of a skilled nursing facility as a condition of the facility's participation in the Medicare program. The bill repeals these provisions and instead specifies that such services include certain types of health behavior assessment and intervention.
Stephanie Tubbs Jones Uterine Fibroid Research and Education Act of 2021 This bill directs the Department of Health and Human Services (HHS) to expand research on, and take other actions to address, uterine fibroids. These are muscular tumors that grow in the wall of the uterus and may cause pain, heavy menstrual bleeding, and reproductive issues. In coordination with the National Institutes of Health and appropriate federal agencies, HHS must undertake research activities on uterine fibroids. In addition, HHS must establish a database of services furnished to individuals diagnosed with uterine fibroids under Medicaid or the Children's Health Insurance Program and must develop a report on federal and state expenditures for such services. Additionally, HHS must disseminate information on uterine fibroids to the public and to health care providers, including information on the elevated risk for minority women and available treatments.
