S 5199: Coral Sustainability Through Innovation Act of 2022

Coral Sustainability Through Innovation Act of 2022 This bill authorizes the federal agencies on the U.S. Coral Reef Task Force, which includes the National Oceanic and Atmospheric Administration, to carry out prize competitions that promote coral reef research and conservation. The prize competitions must be designed to help the United States achieve its goal of developing new and effective ways to advance the understanding, monitoring, and sustainability of coral reef ecosystems. Priority is given to establish programs that address communities, environments, or industries that are in distress due to the decline or degradation of coral reef ecosystems.

S 4509: Black Sea Security Act of 2022

Black Sea Security Act of 2022 This bill authorizes the National Security Council to direct an interagency strategy to (1) increase coordination with NATO and the European Union, (2) deepen economic ties, and (3) strengthen the security and democratic resilience of partners in the Black Sea region in accordance with U.S. values and interests.

HR 8654: End Tuberculosis Now Act of 2022

End Tuberculosis Now Act of 2022 This bill authorizes actions, including the provision of international assistance, to combat tuberculosis. The President may provide international assistance for the prevention, treatment, control, and elimination of tuberculosis. The President must also establish goals for U.S. efforts to detect, cure, and prevent all forms of tuberculosis globally by updating the U.S. Government Tuberculosis Strategy (2015-2019) and the National Action Plan for Combating Multidrug-Resistant Tuberculosis. The Government Accountability Office must periodically report to Congress on the impact of efforts to combat tuberculosis that are supported by U.S. bilateral assistance.

HR 6654: CASC Act

Climate Adaptation Science Centers Act or the CASC Act This bill provides statutory authority for the Department of the Interior's National and Regional Climate Adaptation Science Centers. The centers must provide scientific expertise to managers of natural resources, cultural resources, and ecosystem services to inform decisions that aid adaptation to a changing climate and extreme weather events. The program shall include a National Climate Adaptation Science Center and Regional Climate Adaptation Science Centers. Among its activities, the National Center shall serve as the national office for the regional centers, develop and facilitate coordination among the regional centers, and conduct research on cross-regional and national science priorities. Regional centers shall develop research, education, training, and advisory service priorities regarding the impacts of climate trends and variability on natural and cultural resource management. Interior shall establish an Advisory Committee on Climate and Natural Resource Sciences to advise the National and Regional Climate Adaptation Science Centers on specified matters, including (1) the contents of a national strategy identifying key climate adaptation science priorities to advance the management of natural and cultural resources in the face of climate change; and (2) the integration of equity, particularly for historically underserved communities, in the operation of the National Center and regional centers.

S 5191: SCORE for Small Business Act of 2022

SCORE for Small Business Act of 2022 This bill reauthorizes through FY2024 the Service Corps of Retired Executives (SCORE) program, outlines the duties of the SCORE Association, and requires the Small Business Administration (SBA) to cooperate with the association to carry out the program. Specifically, the bill requires the association to manage nationwide chapters of the program to enable volunteers participating in the program to provide personal, cost-free business expertise and facilitate education workshops to small businesses. The association must also offer online counseling through web-based platforms to small businesses. In consultation with the association, the SBA must ensure that the program (1) recruits diverse volunteers for each chapter of the program, and (2) provides services to rural and underserved communities.

S 5185: Strengthening Coastal Communities Act of 2022

Strengthening Coastal Communities Act of 2022 This bill expands and revises the system of vulnerable coastal areas that are protected under the Coastal Barrier Resources Act, including by directing the Department of the Interior to carry out a coastal hazard pilot project to identify areas that can be added to the John H. Chafee Coastal Barrier Resources System. The bill also modifies certain boundaries of the John H. Chafee Coastal Barrier Resources System Units located in Connecticut, Delaware, Florida, Louisiana, Maryland, Massachusetts, New Hampshire, New Jersey, New York, Rhode Island, South Carolina, and Virginia.

S 3650: PLUM Act of 2022

Periodically Listing Updates to Management Act of 2022 or the PLUM Act of 2022 This bill replaces the congressional publication entitled United States Government Policy and Supporting Positions , commonly known as the PLUM Book , with an online public directory. The PLUM Book contains personnel information for federal civil service leadership and support positions in the legislative and executive branches that may be subject to noncompetitive appointment, including heads of agencies and policy executives. The book is used to identify presidentially appointed positions and is published every four years (after each presidential election) by certain congressional committees. The bill requires the Office of Personnel Management (OPM) to publish the information contained in the PLUM Book on a public website in a format that is easily searchable and that otherwise meets certain data standards. Agencies must upload updated information to the website on an annual basis; OPM must verify the accuracy of the information within 90 days of establishing the website in coordination with the White House Office of Presidential Personnel. The bill terminates publication of the PLUM Book in its current form on January 1, 2026.

S 5175: Small Business Development Centers Improvement Act of 2022

Small Business Development Centers Improvement Act of 2022 This bill reauthorizes the Small Business Development Center Program through FY2026 and otherwise revises the program. Specifically, the bill (1) generally prohibits entities other than institutions of higher education from receiving new grants under the program; (2) allows centers to collect fees related to private partnerships or cosponsorships; (3) authorizes centers to market their services directly to small businesses; and (4) modifies or establishes provisions related to program funding, operations, data collection, and reporting.

S 3112: Hydrogen for Industry Act of 2021

Hydrogen for Industry Act of 2021 This bill requires the Department of Energy (DOE) to establish grant programs to support the use of hydrogen in energy. Specifically, DOE must establish a grant program for projects that demonstrate the uses of hydrogen in heavy industry (e.g., steel, cement, glass, and chemical manufacturing). It also directs DOE to establish a grant program for (1) carrying out projects that demonstrate the end uses of hydrogen; (2) constructing a new commercial-scale facility that will use hydrogen as a fuel or feedstock; or (3) retooling, retrofitting, or expanding an existing facility to enable the use of hydrogen as a fuel or feedstock in industrial end-use applications of hydrogen.

S 5134: United States Foundation for International Conservation Act of 2022

United States Foundation for International Conservation Act of 2022 This bill requires the Department of State to establish a foundation to provide grants for projects to manage protected and conserved areas in low- and middle-income countries with high levels of biological diversity or species and ecosystems of significant importance. Recipients of grants from this foundation must secure outside funding to match, at minimum, the amount of the grant.

HR 9281: Food Deserts Act

Food Deserts Act This bill establishes a Department of Agriculture program to provide grants to states for revolving funds to support the establishment and operation of grocery stores in underserved communities. An underserved community is a community that has (1) limited access to affordable, healthy foods, including fresh fruits and vegetables, in grocery retail stores or farmer-to-consumer direct markets; and (2) a high rate of hunger or food insecurity or a high poverty rate. States must use the funds to make loans to support grocery stores in underserved communities, including for opening a store (excluding new construction), or supporting or purchasing an existing store. States may only make loans for grocery stores that meet requirements related to emphasizing unprocessed, healthful foods; providing staple foods and a variety of raw fruits and vegetables; having a plan to keep the foods in stock; charging affordable prices at or below market averages; meeting specified matching requirements using nonfederal funds; and being qualified to operate a store or having partnerships with organizations that provide technical assistance. States must prioritize loan applications from entities that meet criteria related to hiring workers from the underserved community, providing classes or educational information about a healthful diet, sourcing food from local urban farms and gardens, or demonstrating existing supply chain relationships or expertise in the grocery industry.
