S 2725: Accountability for Online Firearms Marketplaces Act of 2021

Accountability for Online Firearms Marketplaces Act of 2021 This bill removes the federal liability protection that a provider of an interactive computer service (e.g., a social media company) receives for content provided by third parties if the provider operates an online firearms marketplace. Online firearms marketplace refers to an interactive computer service that (1) facilitates firearm-related transactions, (2) advertises or otherwise makes available proposals for transferring firearms, or (3) makes digital instructions for programming a three-dimensional printer to make a firearm.

HR 5218: Collaborate in an Orderly and Cohesive Manner Act

Collaborate in an Orderly and Cohesive Manner Act This bill requires the Department of Health and Human Services (HHS) to award grants for implementing and evaluating specified models of care that integrate the delivery of behavioral health and primary care services. Specifically, HHS must award grants to primary care providers for the initial costs (e.g., hiring staff) of implementing such models. In awarding the grants, HHS must prioritize recipients that provide care to medically underserved populations and in areas where the prevalence of behavioral health conditions exceeds the national average. HHS must also provide additional incentive payments to recipients that use appropriate billing codes and quality measures for behavioral health services. In addition, HHS must award grants to national and regional organizations for providing technical assistance to health care providers and systems to improve implementation of integrated behavioral health and primary care models. Furthermore, HHS may direct its agencies to expand efforts to evaluate current and emerging integrated behavioral health and primary care models.

HR 5222: Closing the College Hunger Gap Act of 2021

Closing the College Hunger Gap Act of 2021 This bill requires the Department of Education (ED) to collect data on the food and housing insecurity of college students. Specifically, ED must add questions that measure rates of food and housing insecurity to the National Postsecondary Student Aid Study. In addition, ED must collect data on student eligibility under the Supplemental Nutrition Assistance Program (SNAP). ED must also provide students with contact information for the state agency that administers SNAP in their state.

HR 5223: School MEALS Act of 2021

School Modernization and Efficient Access to Lunches for Students Act of 2021 or the School MEALS Act of 2021 This bill establishes programs and revises requirements relating to direct certification processes for the National School Lunch Program. Direct certification allows schools to use data matching procedures to approve school meals without the need for applications for children who receive assistance under other programs, such as the Supplemental Nutrition Assistance Program (SNAP, formerly known as the food stamp program). Specifically, the bill directs the Department of Agriculture to provide grants and technical assistance for states and tribal organizations to improve their direct certification processes, including with respect to children who receive assistance under a food distribution program on Indian reservations. The bill also expands the time frame for schools to elect and gather eligibility data for the Community Eligibility Provision that permits schools in high-poverty areas to serve free meals to all enrolled students without the need for applications.

HR 5242: STRONG Act of 2021

Supporting Teachers with Residency Opportunities and New Grants Act of 2021 or the STRONG Act of 2021 This bill reauthorizes through FY2024 the Teacher Quality Partnership program and otherwise revises the program to allow certain undergraduate students with an academic major related to teaching to enter into teaching residency programs. (Currently, only recent graduates and certain mid-career professionals may participate in these programs.) In addition, the bill allows undergraduate students who enter into such a program to participate in the Public Service Loan Forgiveness program.

HR 5232: Working Dog Commemorative Coin Act

Working Dog Commemorative Coin Act This bill directs the Department of the Treasury to mint and issue 50,000 $5 gold coins, 500,000 $1 silver coins, and 750,000 half-dollar clad coins in commemoration of the service that working dogs provide to society. The designs of the coins minted under this bill shall be emblematic of the contributions of working dogs to society, including in detection, military service, therapy and assistance. Treasury may issue coins only during the one-year period beginning on January 1, 2023. All sales of coins shall include a surcharge, which shall be paid to America's VetDogs for general expenses associated with the fulfillment of its mission.

HR 4811: Medicare Negotiation and Competitive Licensing Act of 2021

Medicare Negotiation and Competitive Licensing Act of 2021 This bill establishes several requirements relating to the prices of prescription drugs. Specifically, the bill requires the Centers for Medicare & Medicaid Services (CMS) to negotiate with pharmaceutical companies regarding prices for drugs covered under Medicare. (Current law prohibits the CMS from doing so.) If the CMS is unable to negotiate the price of a drug, such drug is subject to competitive licensing in order to further its sale under health insurance programs, notwithstanding existing government-granted exclusivities. The negotiated prices also apply to other federal health care programs, private health insurance, and the uninsured; pharmacies that charge more than the negotiated price for uninsured individuals are subject to civil penalties. Manufacturers must also comply with specified reporting requirements relating to prices and licensing, subject to civil penalties. The bill also institutes an excise tax on drugs for which the price spikes beyond a certain limit, subject to specified exemptions, as well as on drugs for which the price exceeds the negotiated price.

HR 5192: Clean Hydrogen Production and Investment Tax Credit Act of 2021

Clean Hydrogen Production and Investment Tax Credit Act of 2021 This bill allows a new tax credit for the production of qualified clean hydrogen. The bill defines qualified clean hydrogen as hydrogen produced through a process that, as compared to hydrogen produced by steam-methane reforming, achieves a percentage reduction in lifecycle greenhouse gas emissions that is not less than 40%. The bill also (1) expands the tax credit for electricity produced from renewable resources if the electricity is used to produce clean hydrogen, (2) allows an election to treat clean hydrogen production facilities as energy property for purposes of the energy tax credit, and (3) eliminates the excise tax credit for liquefied hydrogen.

HR 4612: PALS Act

Protecting Access to Lifesaving Screenings Act of 2021 or the PALS Act This bill makes a series of changes relating to health insurance coverage of screening mammography. Specifically, the bill requires that any provision of law referring to current recommendations of the U.S. Preventive Services Task Force (USPSTF) with respect to breast cancer screening mammography be administered as if (1) the provision referred to USPSTF recommendations last issued before 2009; and (2) those recommendations applied to any screening mammography modality, including any digital modality of such a procedure. This requirement shall also apply to the Veterans Health Administration's policy on mammography screening for veterans. In addition, the bill preserves Medicare coverage for screening mammography, without a requirement for coinsurance, and expands the definition of screening mammography to include any digital modality of such a procedure. Further, the Centers for Medicare & Medicaid Services may not decrease the frequency with which screening mammography may be paid by Medicare for a woman over 39 years of age. In 2009, the USPSTF updated its guidelines to recommend against routine screening mammography for women between 40 to 49 years of age and to recommend biennial, instead of annual, screening mammography for most women between 50 to 74 years of age. In 2015, through the appropriations process, a three-year moratorium was placed on implementing the guidelines; the moratorium was subsequently renewed until January 1, 2023.

HR 4450: Access to Infertility Treatment and Care Act

Access to Infertility Treatment and Care Act This bill requires private health insurance plans to cover (1) specified infertility treatments (e.g., in vitro fertilization), if the plan also covers obstetrical services; and (2) fertility preservation services for individuals who undergo medically necessary treatment that may cause impairment of fertility. Private health insurance plans must apply cost sharing for such services that does not exceed the amount for similar services covered by the plan. Further, plans are prohibited from (1) providing incentives for plan holders to forego infertility treatment, or (2) reducing the reimbursement rate to providers of such treatments. The bill also extends infertility treatment and fertility preservation coverage to Medicaid enrollees, federal employees, members of the military, and veterans.
