Restoring Communities Left Behind Act This bill directs the Department of Housing and Urban Development to establish a grant program for local partnerships to carry out neighborhood revitalization support activities in economically distressed areas. Eligible activities include weatherization and energy efficiency improvements; housing accessibility improvements for seniors and persons with disabilities; purchasing delinquent mortgages; purchasing and developing vacant or distressed properties to create affordable rental housing and for other purposes; and improving parks, sidewalks, and street lighting.
Secure Data and Privacy for Contact Tracing Act of 2021 This bill establishes grants for state, tribal, and territorial health departments to incorporate digital contact tracing technology in COVID-19 (i.e., coronavirus disease 2019) contact tracing programs. The Centers for Disease Control and Prevention must award the grants. Any technology developed or procured with these grants must meet privacy, security, and other conditions. Grantees that acquire technology that does not meet these conditions lose eligibility for this, and future, funding for COVID-19 contact tracing technology. In addition, federal privacy standards for personal health information expressly apply to information transmitted or maintained by grant-funded programs. Current law restricts the use and disclosure of personal health information by health care providers, health plans, health clearinghouses, and their business associates. However, there is an exception to these standards for information used by, or disclosed to, a public health authority. The bill also prohibits the use of data derived from the contact tracing technology in legal proceedings or for immigration enforcement. The Government Accountability Office must evaluate this program.
Vaccinate Americans, Not Terrorists Act This bill prohibits federal entities from administering COVID-19 (i.e., coronavirus disease 2019) vaccines to prisoners at the United States Naval Station in Guantanamo Bay, Cuba, until certain conditions are met. Specifically, federal entities may not vaccinate any prisoners if there are outstanding requests from states, tribal nations, and territories for vaccines or other COVID-19 relief; or members of the Armed Forces or reserve components who intend to get the COVID-19 vaccine and have yet to receive it.
Access to Technology and Equipment for Same-day Tests Act or the Access to TESTs Act This bill establishes grant programs to increase access to diagnostic tests. Specifically, the Centers for Disease Control and Prevention (CDC) must award grants to hospitals, primary care facilities, and other health care providers to buy equipment and supplies to increase access to same-day diagnostic testing in point-of-care settings. The CDC must also award grants to public health and other laboratories to buy high-throughput diagnostic equipment and supplies to increase testing capacity and expedite test results.
Rural Maternal and Obstetric Modernization of Services Act or the Rural MOMS Act This bill expands initiatives to address maternal health in rural areas. The bill provides funding through FY2026 for the Health Resources and Services Administration (HRSA) to establish rural obstetric networks. These networks must foster collaboration to improve birth outcomes and reduce maternal morbidity in rural areas. HRSA also must award demonstration grants to medical schools and other health professional training programs to support education and training on maternal health in rural areas. In addition, the bill incorporates maternal health services in certain telehealth grant programs. It also revises various research and other activities of the Department of Health and Human Services that pertain to maternal health. Furthermore, the Government Accountability Office must report on maternal health topics, including health inequities and data issues.
Sending Outside Support Act of 2021 or the SOS Act of 2021 This bill requires the Centers for Medicare & Medicaid Services to distribute funds to allow states to establish strike teams that may be deployed to skilled nursing facilities and nursing facilities with cases of COVID-19 (i.e., coronavirus disease 2019) to help with clinical care, infection control, or staffing.
Air Traffic Noise and Pollution Expert Consensus Act of 20 21 This bill requires the Federal Aviation Administration to enter into an arrangement with the National Academies of Sciences, Engineering, and Medicine to examine and report on the various health impacts of air traffic noise and pollution.
Health Force, Resilience Force, and Jobs to Fight COVID-19 Act of 2021 This bill establishes and expands programs to bring on individuals to perform public health functions, such as contact tracing and vaccine administration, to respond to the COVID-19 (i.e., coronavirus disease 2019) emergency and meet future public health needs. The bill provides funding for the Centers for Disease Control and Prevention (CDC) to establish a Health Force. The funds are designated as an emergency requirement, which exempts the funds from discretionary spending limits and other budget enforcement rules. To establish the force, the CDC must award grants within 30 days to state, tribal, territorial, and local governments and community health centers to recruit and train individuals for roles in public health and health care. The Federal Emergency Management Agency (FEMA) must hire and train additional individuals for its Cadre of On-Call Response/Recovery Employees. These employees may be detailed to certain federal agencies or to state, local, or tribal governments to support response efforts related to COVID-19 or other disasters or emergencies.
Safe and Quiet Skies Act of 2021 This bill sets forth requirements for commercial air tour flights. Among other requirements, the bill prohibits tour flights within a half mile of military installations, national cemeteries, national wilderness areas, national parks, and national wildlife refuges; prohibits tour flights from operating at an altitude of less than 1,500 feet; requires tour flights over occupied areas (e.g., residential, commercial, and recreational areas) to be no louder than 55dbA; and allows states and localities to impose additional requirements that are stricter than the minimum federal requirements.
Honoring Our WWII Merchant Mariners Act of 2021 This bill requires the Department of Veterans Affairs to distribute a payment of $25,000 to U.S. merchant marines who engaged in qualified service during World War II. To be eligible, an individual must apply for the benefit and must not have received benefits under the Servicemen's Readjustment Act of 1944. The bill sets forth what constitutes qualified service, including time frame of service and licensing requirements.
Veteran Overmedication and Suicide Prevention Act of 2021 This bill requires the Department of Veterans Affairs (VA) to contract with the National Academies of Sciences, Engineering, and Medicine to report on the deaths of covered veterans who died by suicide during the last five years, regardless of whether information relating to such deaths has been reported by the Centers for Disease Control and Prevention. A covered veteran is any veteran who received VA hospital care or medical services during the five-year period preceding the veteran's death. Among other elements, the report shall include the total number of covered veterans who died by suicide, violent death, or accidental death, as well as certain demographic information.
Department of Veterans Affairs Electronic Health Record Advisory Committee Act This bill requires the Department of Veterans Affairs to establish the Electronic Health Record Advisory Committee to provide guidance regarding the implementation of and transition to an electronic health record system.
