HR 3393: Diversify Act

Diversifying by Investing in Educators and Students to Improve Outcomes For Youth Act or the Diversify Act This bill revises the Teacher Education Assistance for College and Higher Education (TEACH) grant program. The TEACH program awards grants to undergraduate and graduate students who commit to teaching in a high-need field and in an elementary or secondary school that serves low-income students. First, the bill raises the maximum amount for TEACH grants. Second, the bill allows TEACH grants to cover the full cost of attendance. Currently, these grants may be used only for tuition, fees, and on-campus housing. The bill allows teaching in a high-need early childhood education program to count toward service requirements for the program. Next, the bill eliminates the process for converting a TEACH grant to a loan if a recipient does not complete the requirements of the program. Further, the bill prohibits the Department of Education (ED) from instituting or creating a monetary penalty for failure or refusal to complete the service requirement. In addition, the bill requires ED to send an electronic certificate to grant recipients who have completed their service requirement. The bill also exempts the TEACH program from sequestration, which is a process of automatic, usually across-the-board spending reductions under which budgetary resources are permanently cancelled to enforce specific budget policy goals.

HR 3445: Jobs, On-the-Job ‘Earn-While-You-Learn’ Training, and Apprenticeships for Young African Americans Act

Jobs, On-the-Job 'Earn-While-You-Learn' Training, and Apprenticeships for Young African Americans Act This bill makes changes to the national apprenticeship system aimed at promoting diversity. Specifically, the bill establishes the Diversity and Inclusion Administrator in the Office Apprenticeship within the Office of Employment and Training Administration at the Department of Labor, requires every apprenticeship program that registers or renews an apprenticeship with the Office of Apprenticeship to submit a plan to increase participation by individuals who are African American, and requires the Diversity and Inclusion Administrator to award grants to create or expand diversity in registered apprenticeship programs.

HR 3432: School Safety Drill Research Act of 2021

School Safety Drill Research Act of 2021 This bill requires the Department of Education to enter into an agreement with the National Academies of Sciences, Engineering, and Medicine to study and report on the mental health effects that may result from a lockdown drill or active shooter drill in elementary and secondary schools.

HR 3443: Purple Heart Freedom to Work Act

Purple Heart Freedom to Work Act This bill increases the monthly income limit that is used to determine whether certain Purple Heart recipients are eligible for Social Security Disability Insurance (SSDI) benefits. Specifically, when making such determinations with respect to Purple Heart recipients who are entitled to SSDI benefits based on combat-related injuries, the Social Security Administration must use the limit that applies to individuals who are blind rather than the lower limit that applies to other SSDI recipients. In addition, the bill phases out SSDI benefits for these Purple Heart recipients, with benefits reduced by $1 for every $4 of earnings in excess of the limit.

HR 3352: Midwives for MOMS Act of 2021

Midwives for Maximizing Optimal Maternity Services Act of 2021 or the Midwives for MOMS Act of 2021 This bill establishes grants within the Health Resources and Services Administration (HRSA) for establishing or expanding midwifery programs at institutions of higher education and nursing schools. HRSA may prioritize funding for institutions that focus on increasing the number of midwife professionals from underrepresented groups and that promote practicing in areas with limited access to professional health care.

HR 2570: Climate Risk Disclosure Act of 2021

Climate Risk Disclosure Act of 2021 This bill directs the Securities and Exchange Commission to require an issuer of securities to annually disclose information regarding climate change-related risks posed to the issuer, including an issuer's strategies and actions to mitigate these risks. Specifically, issuers must report their direct and indirect greenhouse-gas emissions and disclose their fossil fuel-related assets.

S 1701: Census IDEA Act

Census Improving Data and Enhanced Accuracy Act or the Census IDEA Act This bill prohibits the Department of Commerce, in the 2030 decennial census of population and each decennial census thereafter, from (1) implementing any major operational design element that has not been researched, studied, and tested for a period of at least three years before the decennial census date; or (2) including on the questionnaire for the census any subject, type of information, or question that was not submitted to Congress. The Government Accountability Office shall determine and report to Congress on whether the subjects, types of information, and questions to be included in that decennial census have been adequately researched, studied, and tested to the same degree as in previous decennial censuses.

S 1698: Hemp Access and Consumer Safety Act

Hemp Access and Consumer Safety Act This bill allows hemp and hemp-derived ingredients to be included in food and dietary supplements. Current law prohibits, with limited exceptions, the sale of food and dietary supplements that contain an ingredient that is an active ingredient in (1) an approved drug, or (2) a drug for which there have been substantial and publicly known clinical investigations. This bill exempts hemp and hemp-derived ingredients, such as hemp-derived cannabidiol, from this prohibition. The Food and Drug Administration may establish labeling and packaging requirements for such foods and dietary supplements.

S 1714: HAVANA Act of 2021

Helping American Victims Afflicted by Neurological Attacks Act of 2021 or the HAVANA Act of 2021 This bill specifically authorizes the Central Intelligence Agency, the Department of State, and other agencies to provide payments to agency personnel who incur brain injuries from hostilities while on assignment. Specifically, the bill allows agency personnel and their families to receive payments for brain injuries that are incurred (1) during a period of assignment to a foreign duty station; (2) in connection with war, insurgency, hostile acts, terrorist activity, or other agency-designated incidents; and (3) not as the result of willful misconduct. The bill's authority applies to injuries incurred before, on, or after the date of the bill's enactment. Agencies must submit classified reports on the bill's implementation, including the number of payments made and the amount of each payment. Since 2016, some intelligence, diplomatic, and other governmental personnel have reported experiencing unusual cognitive and neurological impairments while on assignment (particularly abroad), the source of which is currently under investigation. Symptoms were first reported by personnel stationed in Cuba and have since been collectively referred to as Havana Syndrome .

S 1693: Medical Supplies for Pandemics Act of 2021

Medical Supplies for Pandemics Act of 2021 This bill requires the Department of Health and Human Services (HHS) to take specified actions, as part of its management of the Strategic National Stockpile, to establish and maintain domestic reserves of critical medical supplies. Specifically, HHS must (1) create incentives for domestic manufacturers of medical supplies to increase emergency stocks and diversify geographic production; (2) purchase, lease, or enter into joint ventures with respect to facilities and equipment to produce medical supplies; and (3) work with distributors to refresh and replenish medical supplies. HHS must also submit a report to Congress concerning the details of any purchase, lease, or joint venture. The department's authority under the bill to make purchases, leases, or joint ventures for medical supplies terminates on September 30, 2024.
