HR 5327: Masks Off Act

Masks Off Act This bill directs the Department of Education to make grants to parents of eligible students for certain education-related expenses. Eligible student refers to a student who (1) is served by a local educational agency that required students to wear face masks during in-person instruction for the 2021-2022 school year, and (2) is from a household with a household income that is less than 250% of the reduced-price lunch rate income. Grant funds may be used for tuition and fees for private elementary or secondary schools, private tutoring, home school expenses, or educational materials.

SRES 373: A resolution marking the 4-year anniversary of the devastation of Puerto Rico and the United States Virgin Islands by Hurricane Maria.

This resolution declares that Congress remains steadfast in its commitment to the people of Puerto Rico and the U.S. Virgin Islands to assist in restoring the islands to their full potential and that Congress will not abandon U.S. citizens living there or on the U.S. mainland in the aftermath of Hurricane Maria.

S 2778: Teachers and School LEADERS Act of 2021

Teachers and School Leaders need Education And Development to be Empowered Resources in Schools Act of 2021 or the Teachers and School LEADERS Act of 2021 This bill reauthorizes through FY2027 and otherwise revises the Teacher Quality Partnership program. This grant program provides training and professional development opportunities for prospective and new teachers through partnerships between (1) high-need school districts, schools, or early childhood education programs; and (2) institutions of higher education. Specifically, the bill expands the program to include training and professional development opportunities for principals and other school leaders. In addition, the bill expands the types of entities that qualify as partners to high-need schools or programs to include entities that are educational organizations, entities operating programs that provide alternative routes to state certification of teachers or school leaders, or educational service agencies.

HR 5025: To amend title 38, United States Code, to increase and extend the authorization of appropriations for homeless veterans reintegration programs.

The bill extends through FY2025 the authority for appropriations for homeless veterans reintegration programs and increases the amount authorized to be appropriated annually for such programs from $50 million to $75 million.

SJRES 25: A joint resolution proposing an amendment to the Constitution of the United States relating to contributions and expenditures intended to affect elections.

This joint resolution proposes a constitutional amendment authorizing Congress and the states to set reasonable limits on the raising and spending of money by candidates and others to influence elections. The amendment grants Congress and the states the power to implement and enforce this amendment by legislation. They are allowed to distinguish between natural persons and corporations or other artificial entities created by law, including by prohibiting such entities from spending money to influence elections.

HRES 652: Expressing the sense of the House of Representatives related to the evacuation of nationals of Afghanistan.

This resolution states that nationals of Afghanistan who are at heightened risk of persecution by Taliban forces due to their affiliation with the U.S. government or civil society organizations should be recognized and honored. It also states that the United States should commit to facilitating safe travel to the United States for nationals of Afghanistan (and their family members) who are eligible for priority designation as refugees.

HRES 651: Expressing the sense of the House of Representatives related to the Department of Defense's consideration of the Intergovernmental Panel on Climate Change report.

This resolution expresses the sense of the House of Representatives that the Department of Defense (DOD) should take the most recent Intergovernmental Panel on Climate Change report into consideration when carrying out resiliency efforts and making energy and transportation decisions for military bases and installations. The resolution also expresses that DOD should consider adding the recommendations of the Sixth Assessment Report to the Unified Facilities Criteria where appropriate.

HR 5278: Diversity in Apprenticeships Act

Diversity in Apprenticeships Act This bill provides that the Department of Defense must require each offeror for a contract for a military construction project to (1) certify it will establish a goal that not less than 20% of the total workforce for the contract are qualified apprentices, and (2) ensure each contractor and subcontractor that employs four or more workers in a particular classification on the contract must employ one or more qualified apprentices.

HR 5277: Climate Security Jobs Act

Climate Security Jobs Act This bill provides that for FY2022 and the fiscal years thereafter, the baseline personnel limitations for certain Department of Defense offices must not apply to personnel deemed as necessary to accommodate increases in workload or modify the type of personnel required to accomplish specified work related to military resilience to environmental risks.

HR 5281: Securing Technology Against Climate Impacts Act

Securing Technology Against Climate Impacts Act This bill expands the Department of Defense (DOD) requirements for its annual report on the national technology and industrial base. Specifically, the bill requires DOD to include in such report information on vulnerabilities related to the current and projected impacts of climate change, as well as vulnerabilities related to cyberattacks or disruptions.

HR 5280: Local Resiliency Act

Local Resiliency Act This bill authorizes the Department of Defense to make grants, conclude cooperative agreements, and supplement other federal funds to assist a state or local government in planning and implementing measures and projects that will contribute to maintaining or improving military installation resilience. Funds that are provided for projects involving the preservation, maintenance, or restoration of natural features to maintain or enhance military installation resilience may be provided in a lump sum and include an amount intended to cover future costs.
