This resolution expresses that the House of Representatives applauds the Biden administration for reaffirming the U.S. commitment to the Paris Agreement on climate change and to our collective responsibility to globally combat climate change; encourages the Biden administration to implement measures to ensure global climate change remains a top priority for this and future administrations and to cement the United States as a global leader in the fight to mitigate its most severe consequences; voices strong commitment as legislators toward achieving the climate goals of the Paris Agreement, fulfilling the forthcoming pledges from the COP26 in Glasgow, Scotland, and advancing other international efforts to keep global warming to no more than 1.5 degrees Celsius and realize global net-zero carbon emissions by 2050 using a whole-of-government approach; and recognizes the critical responsibility of the United States and other developed nations to ensure all societies have the capabilities to transition to a clean energy economy, the resources to protect against climate-induced disasters, and the necessary assistance to endure climate-related challenges to food security, regional migration, and public health.
Disaster Equity and Fairness Act This bill makes changes in the provision of federal disaster assistance to underserved communities and other specified recipients. Underserved community means populations sharing a particular characteristic and geographic communities that have been systematically denied a full opportunity to participate in aspects of economic, social, and civic life. Specifically, the bill increases the federal cost share to a local government or Indian tribal government in connection with a second or subsequent major disaster during any three-year period. The Federal Emergency Management Agency (FEMA) may provide assistance to a state, local government, or Indian tribal government to reimburse the cost of coordinating food delivery, production, and distribution in the event of a major disaster. FEMA must provide direct technical assistance to eligible entities for applications and prioritize specified categories of communities, including underserved communities, those that have demonstrated a compelling need, and those that are exposed to increased hazards or vulnerabilities. The bill increases the federal cost share for a recipient (1) that will use the assistance in, or for the benefit of persons who are members of, an undeserved community; or (2) who is in, or who is a member of, an underserved community.
Stop Appropriations for Obsequy Costs Act or the Stop AOC Act This bill prohibits the use of federal funds for financial assistance to an individual or household for funeral expenses if the eligibility for such assistance is derived from a cause of death related to COVID-19.
Access to Breast Cancer Diagnosis Act of 20 21 This bill prohibits private health insurance plans from imposing higher cost-sharing requirements on breast cancer diagnostic examinations than initial breast cancer screening examinations. Diagnostic examinations are generally required after an initial screening detects an abnormality and typically require additional mammogram images (e.g., x-rays).
Hospital Revitalization Act of 2021 This bill establishes a program within the Department of Health and Human Services (HHS) to provide grants and low-interest loans to hospitals that, prior to 2020, were small, had poor financial indicators, and served a high number of patients with public insurance. Hospitals may use grants to construct and modernize their facilities, including rural health clinics, off-site outpatient departments, and other facilities that are not physically part of the hospital building. HHS must develop criteria to prioritize grant recipients based on, for example, the age and physical state of the hospital and whether the hospital is located in an area with a shortage of health care providers.
Hydrogen for Ports Act of 2021 This bill supports infrastructure for hydrogen-derived fuels, including ammonia, at ports and in the shipping industry. For example, the bill directs the Department of Energy to establish a program that awards grants to states, local governments, Indian tribes, and other eligible entities for infrastructure that supports hydrogen-derived fuels, including ammonia, at ports and in the shipping industry.
Fair Day in Court for Kids Act of 2021 This bill provides legal protections for a noncitizen (i.e., an individual referred to as an alien in federal law) who is detained or subject to immigration-related proceedings. The Department of Justice (DOJ), or the Department of Health and Human Services (HHS) in a case involving an unaccompanied child, may appoint or provide counsel at the government's expense to noncitizens in removal proceedings and related appeals. An unaccompanied child must be represented by counsel paid for and appointed by the government at every stage of such proceedings unless the child has obtained counsel at their own expense. If HHS fails to provide counsel to an unaccompanied child, the deadline for filing a motion to reopen a proceeding shall not apply, and the filing of such a motion shall stay the child's removal from the United States. The Department of Homeland Security (DHS) must provide a complete copy of a noncitizen's immigration file to the noncitizen (or the noncitizen's counsel) within seven days of a notice to appear for an immigration proceeding, and failure to provide the file shall result in a delay in the proceeding. DHS must provide access to counsel for all detained noncitizens. The bill authorizes HHS to enter into contacts or award grants for providing immigration-related legal services to children. The Office of Refugee Resettlement must develop model guidelines for representing noncitizen children in immigration proceedings.
Cady Housh and Gemesha Thomas Student Suicide Prevention Act of 2021 This bill reauthorizes through FY2028, and otherwise revises, grants administered by the Substance Abuse and Mental Health Services Administration (SAMHSA) to support youth suicide early-intervention and prevention strategies. Specifically, the bill requires SAMHSA to award a portion of such grants for statewide training programs on emotional well-being, mental health, and suicide awareness and prevention for elementary and secondary school students and staff.
Social Security for Future Generations Act of 2021 This bill increases specified benefits and taxes related to, and otherwise modifies, the Social Security program. Changes to benefits include increasing the primary insurance amount for certain beneficiaries; revising the method for calculating cost-of-living adjustments by using a price index that tracks the spending patterns of older consumers; extending benefits through age 22 to full-time students who are eligible children of deceased, disabled, or retired workers; establishing a new minimum benefit for certain lifetime low-earners; and establishing an alternative benefit based on combined household benefits for widows or widowers in two-income households. Changes to taxes include subjecting earnings in excess of $250,000 to Social Security payroll taxes. No taxes shall be applied to earnings between the contribution base (the maximum amount subject to the Social Security payroll tax, set at $142,800 for 2021) and $250,000. The bill preserves eligibility for Supplemental Security Income payments and other means-tested programs, despite any changes to an individual's Social Security benefits under the bill.
Solar Energy Manufacturing for America Act This bill allows a new tax credit for the production and sale of certain solar equipment produced and sold in a taxpayer's trade or business.
MicroCap Small Business Investing Act of 2021 This bill authorizes the Small Business Administration (SBA) to issue up to ten Small Business Investment Company (SBIC) licenses each year to certain applicants. An SBIC is a privately owned company, licensed and regulated by the SBA, which invests in small businesses through debt and equity. A license issued under the bill must be awarded to an applicant that would otherwise be issued a license except that the management of the applicant does not satisfy certain qualification requirements such as investment experience; where the fund managers have a documented record of successful business experience, a record of business management success, or knowledge in the particular industry or business in which the investment strategy is being pursued; and that will make at least 25% of its investments in specified areas and businesses (e.g., low-income communities, businesses owned or controlled by individuals in underserved communities, and rural areas). The SBA must prioritize applicants that are located in states with fewer licenses and establish a streamlined application process for those licenses.
Portal for Appraisal Licensing Act of 2021 This bill establishes a central portal for real estate appraisers and real estate appraisal management companies to apply for and to renew certain licenses, certifications, and registrations. The portal must provide connectivity with state agencies and include the ability to pay fees. The Department of Justice must provide access to criminal history information to state officials for required background checks.
