S 539: A bill to direct the Secretary of Veterans Affairs to submit to Congress a report on the use of video cameras for patient safety and law enforcement at medical centers of the Department of Veterans Affairs.

This bill requires the Department of Veterans Affairs (VA) to report on its policies and procedures relating to the usage and maintenance of video cameras for patient safety and law enforcement at VA medical centers.

HR 4071: Foreign Gain-of-Function Research Prevention Act of 2021

Foreign Gain-of-Function Research Prevention Act of 2021 This bill prohibits the use of federal funds to conduct or support gain-of-function research involving potential pandemic pathogens by China, Russia, Iran, North Korea, or other foreign adversaries. Gain-of-function research is any research that is anticipated to confer an attribute on a pathogen to enhance its pathogenicity or transmissibility in mammals. If the Department of State finds that an entity has used funds for prohibited research, the entity may not receive any federal funding for a period of five years.

S 2156: Equal Enforcement of Cocaine Laws Act

Equal Enforcement of Cocaine Laws Act This bill eliminates the federal sentencing disparity between drug offenses involving crack cocaine and powder cocaine. Currently, different threshold quantities of crack cocaine and powder cocaine (e.g., 28 grams of crack cocaine and 500 grams of powder cocaine) trigger the same statutory criminal penalties. Under the bill, the same threshold quantity of crack cocaine and powder cocaine (e.g., 28 grams) triggers the same statutory criminal penalties. The change applies to future cases and cases pending on the date of enactment. However, the change does not apply retroactively.

S 2180: Holding the Chinese Communist Party Accountable for Infecting Americans Act of 2021

Holding the Chinese Communist Party Accountable for Infecting Americans Act of 2021 This bill allows foreign states to be sued in a U.S. court for physical or economic harms occurring in the United States as a result of COVID-19. (Typically, a foreign state is immune from lawsuits filed against it in a U.S. court.) Specifically, a foreign state shall not have immunity from a lawsuit seeking damages for (1) the foreign state's spread of COVID-19, or (2) tortious acts intended to deliberately conceal or distort the existence or nature of COVID-19. If the United States is in discussions with a foreign state that is seeking to resolve claims related to COVID-19 against the foreign state, the Department of Justice may intervene and seek a stay in a case filed under this bill involving the foreign state.

S 2165: Education Savings Accounts for Military Families Act of 2021

Education Savings Accounts for Military Families Act of 2021 This bill directs the Department of Education (ED) to establish a program to provide children with parents on active duty in the uniformed services with funds to pay educational expenses. Specifically, ED must establish a tax-exempt Military Education Savings Account for dependent children of parents in the uniformed services for the payment of the children's educational expenses. Funds in the savings account may be used for specified purposes, including the cost of attendance at a private elementary or secondary school or institution of higher education, private tutoring, or costs associated with an apprenticeship or other vocational training program.

Promoting Responsible and Effective Virtual Experiences through Novel Technology to Deliver Improved Access and Better Engagement with Tested and Evidence-based Strategies Act or the PREVENT DIABETES Act This bill requires the Centers for Medicare & Medicaid Services to allow online or virtual diabetes prevention programs that meet standards set by the Centers for Disease Control and Prevention (CDC) to participate in the Medicare Diabetes Prevention Program Expanded Model. The model provides CDC-approved training on dietary changes, physical activity, and other behavioral strategies for beneficiaries who are at risk of developing type 2 diabetes.

S 2160: RECAL Act of 2021

Restored, Equitable, Coronavirus Adjusted Lodging Act of 2021 or the RECAL Act of 2021 This bill prohibits the General Services Administration (GSA), when determining the FY2022 and FY2023 per diem reimbursement rates for locations within the Continental United States (CONUS), from setting lodging allowances below the FY2020 levels. CONUS per diem reimbursement rates are the maximum allowances that federal employees are reimbursed for official travel expenses. The rates consist of lodging, meals, and incidental expense allowances; the GSA sets rates annually based on data from the prior 12-month period.

HR 2268: Keeping Our Promises Act

Keeping Our Promises Act This bill expands the list of diseases that are provided a presumption of service-connection for veterans who served in the Republic of Vietnam between January 9, 1962, and May 7, 1975. The bill extends through September 30, 2030, the requirement for the Department of Veterans Affairs (VA) to make determinations and submissions related to the connection between herbicide exposure and occurrence of disease. Additionally, the VA is prohibited from taking the costs of compensation into account when determining the association between exposure to an herbicide agent and occurrence of a disease. The bill requires the VA to determine within 120 days (currently 60) whether a presumption of service-connection is warranted for diseases covered by a National Academy of Sciences report.

HR 2269: To modify the presumption of service connection for veterans who were exposed to herbicide agents while serving in the Armed Forces in Thailand during the Vietnam era, and for other purposes.

This bill requires the Department of Veterans Affairs to ensure that, if it creates a presumption of service-connection between the occurrence of a disease and exposure to an herbicide agent while serving in the Armed Forces between January 9, 1962, and June 30, 1976, at a military base in Thailand, such presumption must also apply to exposure at any military base in Thailand, regardless of where on the base the veteran was located or what military job specialty the veteran performed.

HR 4005: To direct the Director of the Cybersecurity and Infrastructure Security Agency to establish a School Cybersecurity Improvement Program, and for other purposes.

Enhancing K-12 Cybersecurity Act This bill establishes resources and a program to address cybersecurity of elementary and secondary schools. First, the bill directs the Cybersecurity and Infrastructure Security Agency (CISA) to establish an information exchange to disseminate information, best practices, training, and resources to improve cybersecurity in elementary and secondary schools. In addition, CISA must establish a registry to track cyber incidents affecting information technology systems that are owned or managed by schools and educational agencies. Schools and educational agencies may voluntarily submit information to the registry. Finally, the bill requires CISA to establish a program to address cybersecurity threats to school information systems.

HR 3240: National Strategic and Critical Minerals Production Act of 2021

National Strategic and Critical Minerals Production Act of 2021 This bill sets forth environmental review requirements for the mine permitting process and limits the review to 30 months. Under the bill, projects that provide minerals vital to job creation, energy infrastructure, coastal resilience and restoration, economic competitiveness, and national security must be considered to be infrastructure projects as described in Executive Order 13807, titled Establishing Discipline and Accountability in the Environmental Review and Permitting Process for Infrastructure Projects and dated August 15, 2017.This order directed agencies to ensure that the environmental review and permitting process for infrastructure is coordinated, predictable, and transparent. The Bureau of Land Management (BLM)or the Forest Service must appoint a project lead for the mine permitting process to coordinate with other agencies to ensure that the agencies minimize delays, set and adhere to timelines for completion of the permitting process, set clear permitting goals, and track progress against goals. The project lead must also determine the amount of financial assurance required for reclamation of a mineral exploration or mining site. The bill considers the requirements of the National Environmental Policy Act of 1969to be satisfied if the BLM or the Forest Service determines that the agency issuing the permit will address specified factors, such as environmental impacts of the permit or alternatives to issuance of the permit. Additionally, the bill exempts projects on National Forest System land from regulations that prohibit timber tree cutting and road construction in areas without roads.
