S 5169: Truck Parking Safety Improvement Act

Truck Parking Safety Improvement Act This bill directs the Department of Transportation (DOT) to provide competitive grants to Indian tribes, states, metropolitan planning organizations, and local governments for projects that provide parking for commercial motor vehicles and improve the safety of commercial motor vehicle drivers on federal-aid highways or on a facility with reasonable access to such a highway or a freight facility. In providing grants, DOT must prioritize applicants that demonstrate a shortage of commercial motor vehicle parking capacity in the corridor in which the project is located; consultation with motor carriers, commercial motor vehicle drivers, public safety officials, and private providers of commercial motor vehicle parking; the project will likely increase the availability or utilization of commercial motor vehicle parking, facilitate the efficient movement of freight, and improve highway safety, traffic congestion, and air quality; and the ability to provide for the maintenance and operation of the facility.

This bill temporarily authorizes the Department of the Treasury to waive, on a case-by-case basis, statutory requirements that govern the U.S. Executive Directors at international financial institutions with respect to their use of the voice and vote of the United States. Treasury must periodically issue a report that (1) lists each waiver issued since the previous report, if any; (2) describes the project or policy that each waiver applied to; (3) provides a detailed explanation of the reasons for each waiver; and (4) includes a determination that each waiver allowed Treasury to more effectively advance U.S. interests at the institution involved. Treasury must review existing statutory requirements and submit any recommendations to revise or sunset the requirements with the objectives of strengthening U.S. leadership, facilitating multilateral cooperation, reflecting changing conditions, and advancing the U.S. national interest.

HR 9275: BNA Fairness Act

HR 9275, the BNA Fairness Act, amends the tax code to exclude the basic needs allowance paid to active-duty military members from their taxable income. This directly affects members of the Armed Forces who receive this specific allowance under 37 U.S. Code § 402b. The bill adds the allowance to the list of "qualified military benefits" under the Internal Revenue Code, ensuring it is not counted as taxable income. This change simplifies tax treatment for service members by removing this benefit from gross income calculations. The policy change applies to taxable years beginning after the bill's enactment.
