HR 1566: AI/AN CAPTA

American Indian and Alaska Native Child Abuse Prevention and Treatment Act or the AI/AN CAPTA This bill establishes additional resources to assist tribal communities with preventing and treating child abuse and neglect. First, the bill requires the Government Accountability Office to report on child abuse and neglect in tribal communities for the purpose of making recommendations to Congress regarding these issues. Additionally, the Department of Health and Human Services must include Indian tribes and tribal organizations in its equitable distribution of assistance for programs and projects related to child abuse prevention and treatment.

HR 1499: La Paz County Solar Energy and Job Creation Act of 2021

La Paz County Solar Energy and Job Creation Act of 2021 This bill directs the Department of the Interior, after receiving a request from La Paz County, Arizona, to convey approximately 4,800 acres of identified land managed by the Bureau of Land Management to the county. Interior shall exclude from the conveyance any federal land that contains significant cultural, environmental, wildlife, or recreational resources. As a condition of the conveyance, La Paz County and any subsequent owner shall make good faith efforts to avoid disturbing tribal artifacts; minimize impacts on tribal artifacts if they are disturbed; coordinate with the Colorado River Indian Tribes Tribal Historic Preservation Office to identify artifacts of cultural and historic significance; and allow tribal representatives to rebury unearthed artifacts at, or near, where they were discovered. The federal land is withdrawn from the operation of U.S. mining and mineral leasing laws.

S 1255: Minority Business Resiliency Act of 2021

Minority Business Resiliency Act of 2021 This bill permanently authorizes the Minority Business Development Agency (MBDA) and requires the MBDA to promote and administer programs that assist the development of minority business enterprises (MBEs). Specifically, the bill requires the MBDA to (1) provide assistance to MBEs in domestic and foreign markets by making available specified resources, (2) promote the position of MBEs in local economies, and (3) collect data on the causes of MBE success or failure and research how economic conditions affect the development of MBEs. The bill establishes formal processes for the MBDA Business Center Program and the MBDA Rural Business Center Program through which business centers provide programs and services to support MBEs. The bill also establishes new initiatives to promote economic resiliency for minority businesses, including (1) an annual forum to review problems and programs relating to capital formation by MBEs, (2) a study and report on alternative financing solutions for MBEs, and (3) entrepreneurship education grants for certain institutions of higher education to develop and implement entrepreneurship curricula. Further, the bill establishes grants for (1) certain nonprofit organizations that provide services to MBEs as one of their primary activities, and (2) MBEs for the purpose of supporting MBEs or helping MBEs remain in business. The Government Accountability Office must report on the programs carried out pursuant to the bill.

S 1238: Access to Contraception for Servicemembers and Dependents Act of 2021

Access to Contraception for Servicemembers and Dependents Act of 2021 This bill addresses Department of Defense (DOD) contraceptive care and family planning services. Specifically, the bill prohibits cost-sharing requirements with respect to TRICARE beneficiaries for specified prescription contraceptives. Additionally, the bill prohibits cost-sharing requirements for TRICARE Select and TRICARE Prime beneficiaries in relation to any in-network method of contraception or contraceptive care (including with respect to insertion, removal, and follow-up), any sterilization procedure, or any related patient education or counseling service. The bill requires DOD to provide information on all methods of emergency contraception and care to sexual assault survivors at its medical treatment facilities. Upon request by a sexual assault survivor, DOD must provide such emergency contraception or a prescription for emergency contraception. Finally, DOD must establish a uniform standard curriculum for education programs on family planning for all members of the Armed Forces. Such education programs must be provided to service members during their first year of service and at other appropriate times, as determined by each military department.

HR 2699: 2020 Census Deadline Extensions Act

2020 Census Deadline Extensions Act This bill extends certain deadlines for the 2020 decennial census. Specifically, the Department of Commerce must (1) complete the tabulation of total population by states, report the tabulation to the President, and make the tabulation public by May 1, 2021; and (2) complete tabulations of population related to state plans for legislative districting expeditiously, taking into account state deadlines, and report the tabulations by October 1, 2021.

HR 2675: Maximizing America’s Prosperity Act of 2021

Maximizing America's Prosperity Act of 2021 This bill establishes annual spending limits that are equal to specified percentages of potential gross domestic product (GDP). Potential GDP generally refers to the GDP that would occur if the economy were at full employment without inflation. The spending limits apply to all budget authority and outlays of the federal government excluding net interest. The bill establishes procedures for enforcing the spending limits, including requirements for sequestration (i.e., automatic spending cuts) and for the President's budget and congressional budget resolutions to comply with the limits. The bill also requires at least 1% of total discretionary spending for each year to be reserved for emergencies.

Saving Hypodermic Injections and Offering vaccines to Taxpayers Swiftly Act of 2021 or the SHOTS Act of 2021 This bill prohibits any alien who is not a lawful permanent resident from receiving a COVID-19 vaccine until the earlier of (1) the date when all U.S. nationals and lawful permanent residents who wish to receive a vaccine have been fully vaccinated, or (2) December 31, 2021.

HR 2653: MMEDS Act of 2021

Medical Manufacturing, Economic Development, and Sustainability Act of 2021 or the MMEDS Act of 2021 This bill provides incentives for relocating medical manufacturing facilities in the United States and for manufacturing medical products (i.e., drugs and devices) in economically distressed zones. Specifically, the bill allows a income tax credit for 40% of the sum of wages paid in a medical manufacturing economically distressed zone, employee fringe benefit expenses, and depreciation and amortization allowances with respect to qualified medical manufacturing facility property, and a credit for economically distressed zone products and services acquired by domestic medical manufacturers. The bill increases the credit rate for minority businesses.
