HR 1631: Community Broadband Act of 2021

Community Broadband Act of 2021 This bill prohibits states from blocking the provision of broadband by public providers, public-private partnership providers, or cooperatively organized providers. Further, public providers and state or local entities participating in a partnership must administer applicable ordinances and rules without discrimination against competing private providers.

S 1528: FAIR Leave Act

FAIR Leave Act or the Fair Access for Individuals to Receive Leave Act This bill repeals the limit on the aggregate number of workweeks of family and medical leave that spouses employed by the same employer may be entitled to during any 12-month period. The current limit is 12 aggregate workweeks.

HR 3013: COVID Vaccine Transportation Access Act

COVID Vaccine Transportation Access Act This bill establishes a grant program to remove transportation barriers in accessing COVID-19 vaccination sites. It also requires the federal government to cover the full cost of nonemergency transportation benefits related to accessing a COVID-19 vaccine for Medicaid recipients. Specifically, the Department of Health and Human Services must award the grants through state health agencies to nonprofits that have experience providing services to communities with disparities in health status and health care access. Grant-funded projects may include prescheduled or on-demand transportation to and from COVID-19 vaccination sites.

HR 3046: To prohibit Federal service academies from providing training and education based on critical race theory.

This bill prohibits the use of federal funds for the provision of training or education based on critical race theory at the U.S. service academies (e.g., the Air Force Academy).

HR 3017: BIAS Act of 2021

Bias In Automobile Stops Act of 2021 or the BIAS Act of 202 1 This bill directs the Department of Transportation to provide grants to institutions of higher education for research, development, technology transfer, and training activities in the operation or establishment of an implicit bias training program as it relates to racial profiling at traffic stops. To be eligible for grants such institutions must (1) have an active research program or demonstrate that the applicant is beginning a research program to study implicit bias as it relates to racial profiling before and during traffic stops, and (2) partner with state and local police departments to conduct the research and carry out the implementation of implicit bias training with state and local police departments.

HR 3047: Military Moms Matter Act of 2021

Military Moms Matter Act of 2021 This bill addresses Department of Defense (DOD) policies regarding parental leave and postpartum care for service members. The bill authorizes primary caregivers to take 12 weeks of parental leave, and up to 6 weeks of medical convalescent leave (which may not be considered in calculating the 12 weeks of parental leave), in connection with the birth of a child. Additionally, primary caregivers are authorized to take up to 12 weeks of parental leave in connection with the adoption of a child. Under the bill, secondary caregivers are authorized to take up to 12 weeks of parental leave in connection with the birth or adoption of a child. The bill also removes the requirement that secondary caregivers must take such leave in one increment. Among other requirements, DOD must also provide at least four postpartum mental health assessments and other medical care in the year after a service member (or their dependent) gives birth, ensure that a service member (or their dependent) who gives birth at a military medical treatment facility has the option to schedule a postpartum follow-up appointment concurrent with the date of the follow-up appointment for postnatal care for the newborn infant, develop a standardized policy prohibiting each military branch from requiring a service member to take a physical fitness test until one year after giving birth, and issue guidance on the development and implementation of standard protocols for the treatment of obstetric hemorrhages.

HR 3054: 21st Century Federal Writers’ Project Act

21st Century Federal Writers' Project Act This bill creates a grant program in the Department of Labor to provide eligible entities with funds to assist individuals who are unemployed or underemployed in order to document in writing and images American society and the broad impacts and effects of the COVID-19 pandemic in the United States. In addition, Labor must (1) establish a repository of works developed through the grant program in which grantees submit completed works from subgrantees, including giving credit to each writer or artist, and make such works available to the public; and (2) forward the completed work to the Library of Congress to archive such material. The Library must establish an archive program in its American Folklife Center for collection and public availability, in a digital format of such written and visual works.

HR 3038: Airline Pilots Retirement Security Act

Airline Pilots Retirement Security Act This bill allows catch up contributions to tax-exempt retirement plans for employees subject to a federally-mandated retirement age, in the three years prior to and including such retirement age (e.g., airline pilots). The amount of such contribution is twice the current allowable amount. The bill also modifies the cost-of-living adjustment to the defined contribution plan limit of a tax-exempt employer retirement plan.

HR 3041: To modify the prohibition on participation of the People's Republic of China in Rim of the Pacific (RIMPAC) naval exercises to include cessation of genocide by China.

This bill expands a provision that prohibits China from participating in certain naval exercises until specified conditions are met. In addition to the already existing conditions, China may not participate in the naval exercises until the Department of State certifies that China's government has (1) stopped committing any ongoing genocide, (2) apologized for such genocide, and (3) engaged in a credible justice and accountability process for the victims.
