S 2434: Local Journalism Sustainability Act

Local Journalism Sustainability Act This bill allows individual taxpayers a tax credit up to $250 in any taxable year for subscriptions to one or more local newspapers for the taxpayer's personal use. It also allows a local news journalist employer a payroll credit for wages paid to local news journalists. The bill allows certain small businesses a tax credit for amounts paid for advertising in a local newspaper or through a broadcast of a radio or television station serving a local community.

School Milk Nutrition Act of 20 21 This bill revises requirements for milk provided by the National School Lunch Program of the Department of Agriculture. The bill permits schools participating in the program to offer students low-fat flavored milk.

HR 4647: Water Conservation Rebate Tax Parity Act

Water Conservation Rebate Tax Parity Act This bill expands the tax exclusions for energy conservation subsidies to include subsidies provided (directly or indirectly) (1) by a public utility for the purchase or installation of any water conservation or efficiency measure; (2) by a storm water management provider for the purchase or installation of any storm water management measure; or (3) by a state or local government to a resident of such state or locality for the purchase or installation of any wastewater management measure, but only if such measure concerns the taxpayer's principal residence.

HR 4642: To amend the Internal Revenue Code of 1986 to repeal the limitation on the cover over of distilled spirits taxes to Puerto Rico and the Virgin Islands, and for other purposes.

This bill repeals the limitation on the amount of distilled spirits excise tax covered over (paid) to the treasuries of the U.S. Virgin Islands and the Commonwealth of Puerto Rico. The bill requires certain amounts of the excise tax paid to the treasury of Puerto Rico to be transferred to the Puerto Rico Conservation Trust Fund.

HR 4668: Restoring Military Focus Act

Restoring Military Focus Act This bill eliminates the position of Chief Diversity Officer within the Department of Defense (DOD), as well as the position of Senior Advisor for Diversity and Inclusion within the military departments. Additionally, the bill prohibits the use of federal funds to establish similar positions to that of Chief Diversity Officer or Senior Advisor for Diversity and Inclusion within DOD.

HR 4603: United States Call Center Worker and Consumer Protection Act of 2021

United States Call Center Worker and Consumer Protection Act of 2021 This bill establishes restrictions on businesses that relocate call centers or redirect customer service calls to locations outside the United States. Specifically, a business must notify the Department of Labor that it intends to move its customer service call center overseas and Labor must maintain a publicly available list of such businesses. Subject to narrow exceptions, a business appearing on such list is ineligible to receive federal grants or guaranteed loans for five years after the business is added to the list. Further, agencies must condition the awarding of government contracts on the requirement that any call center activity pursuant to the contract must be performed in the United States. Additionally, the bill requires call center employees to disclose their physical location at the beginning of each call initiated or received, unless all employees of the business participating in the communication are located in the United States, among other exceptions.

HR 4093: Tribal Transportation Equity and Transparency Improvement Act of 2021

Tribal Transportation Equity and Transparency Improvement Act of 2021 This bill revises certain programs related to tribal transportation. First, the bill revises the Tribal Transportation Program (TTP) by directing the Department of the Interior to (1) request proposals from Indian tribes to include additional transportation facilities in the National Tribal Transportation Facility Inventory, and (2) ensure that all nonconfidential information from the inventory is made available on its website. Next, the bill specifies that funding allocations (i.e., tribal shares) under the TTP must be determined using the facility inventory for the most recent fiscal year for which data is available instead of using FY2012 data. It also requires each Indian tribe that intends to include a proposed road in the inventory to complete and submit certain documentation for the road. It also requires independent audits by the inspectors general of Interior and the Department of Transportation, as well as the Government Accountability Office, to review the administration of the TTP. Additionally, the bill permits Indian tribes to use funds for carrying out highway safety programs in cooperation with states, counties, and other local subdivisions. It also increases the federal share for Indian tribes under the Nationally Significant Federal Lands and Tribal Projects Program and allows Indian tribes to use planning and design funds for grant applications under the program. Finally, the bill establishes the Tribal Transportation Advisory Committee, which must provide advice to Interior and study issues related to tribal transportation.

HR 3115: Universal School Meals Program Act of 2021

Universal School Meals Program Act of 2021 This bill revises requirements under the food and nutrition programs of the Department of Agriculture, such as the school lunch and breakfast programs. For example, the bill permanently provides free meals to all school children regardless of income. The bill increases the reimbursement rate for school food authorities participating in the food and nutrition programs. The bill also prohibits school food authorities from (1) physically segregating or otherwise discriminating against any child participating in the free breakfast program, or (2) overtly identifying a child participating in the program with a special token or announcement. Additionally, the bill expands the summer food service program by making all children eligible for participation in the program. Further, the bill revises eligibility determinations for measuring poverty to include runaway or homeless youth, foster children, migratory children, and children participating in specified programs (e.g., Head Start).

S 2410: Safe Schools Improvement Act of 2021

Safe Schools Improvement Act of 2021 This bill requires states to direct their local educational agencies (LEAs) to establish policies that prevent and prohibit bullying and harassment of elementary and secondary school students. In particular, these policies must prohibit bullying and harassment based on race, color, national origin, sex, sexual orientation, gender identity, disability, or religion. Further, LEAs must provide (1) students, parents, and educational professionals with annual notice of the conduct prohibited in their disciplinary policies; (2) students and parents with grievance procedures that target such conduct; and (3) the public with annual data on the incidence and frequency of that conduct at the school and LEA level. The Department of Education must conduct and report on an independent biennial evaluation of programs and policies to combat bullying and harassment in elementary and secondary schools. The National Center for Education Statistics must collect state data to determine the incidence and frequency of the conduct prohibited by LEA disciplinary policies.

S 1895: A bill to require the Secretary of Health and Human Services to award additional funding through the Sanitation Facilities Construction Program of the Indian Health Service, and for other purposes.

This bill requires the Department of Health and Human Services to award additional FY2022 funds to the Indian Health Service Sanitation Facilities Construction Program. This program provides American Indian and Alaska Native homes and communities with water supply, sewage disposal, and solid waste disposal facilities.
