S 1315: Lymphedema Treatment Act

Lymphedema Treatment Act This bill provides for Medicare coverage of lymphedema compression treatment items. Specifically, the bill provides for coverage of (1) standard and custom fitted gradient compression garments that are prescribed by a physician or other specified health care professional to treat lymphedema, and (2) other devices determined to be effective in the prevention or treatment of lymphedema.

S 1352: A bill to improve the quality and timeliness of Federal permitting and review processes with respect to critical mineral production on Federal land, and for other purposes.

This bill establishes deadlines for the Bureau of Land Management and the Forest Service to complete the federal permitting and review process with respect to critical mineral production on federal lands. It also establishes related requirements to expedite the process and remove impediments to the production of critical minerals and the mineral security of the United States.

S 1332: Honoring National Recovery Month Act

Honoring National Recovery Month Act This bill provides statutory authority for the Substance Abuse and Mental Health Services Administration (SAMHSA) to develop communication materials, distribute best practices, and carry out other activities in recognition of National Recovery Month. SAMHSA may undertake these activities or enter into an agreement with a national organization to do so. National Recovery Month is an annual observance to celebrate individuals who are in recovery from a substance use disorder or mental illness, educate the public, and combat stigma.

S 1309: Home Health Emergency Access to Telehealth Act

Home Health Emergency Access to Telehealth Act or the HEAT Act This bill provides for Medicare coverage of home health services that are furnished via telehealth during a public health emergency, in accordance with specified requirements. Specifically, the bill allows telehealth services to substitute for in-person home health services and to be considered as home health visits for purposes of payment under Medicare during a public health emergency. Such services (1) may not constitute more than 50% of the number of billable visits in a 30-day period, (2) must be furnished under a plan of care established by a practitioner with whom the beneficiary has an existing care relationship, and (3) must be furnished in accordance with the beneficiary's consent.

S 1302: Social Security Fairness Act

Social Security Fairness Act This bill repeals provisions that reduce Social Security benefits for individuals who receive other benefits, such as a pension from a state or local government. The bill eliminates the government pension offset , which in various instances reduces Social Security survivors' benefits for spouses, widows, and widowers who also receive government pensions of their own. The bill also eliminates the windfall elimination provision , which in some instances reduces Social Security benefits for individuals who also receive a pension or disability benefit from an employer that did not withhold Social Security taxes. These changes are effective for benefits payable after December 2021.

HR 2729: Finish the Wall Act

Finish the Wall Act This bill requires the Department of Homeland Security (DHS) to resume activities related to the construction of a barrier system along the U.S.-Mexico border and addresses other border-related issues. DHS must resume all such construction activities that were planned or underway prior to January 20, 2021. DHS must also expend all funds appropriated or explicitly obligated since October 1, 2016, for construction of this barrier system. DHS may not cancel contracts for activities related to such construction entered into on or before January 20, 2021. Furthermore, within 14 days of this bill's enactment, DHS must certify to Congress that U.S. Customs and Border Protection facilities that process adults taken into custody at the border are fully compliant with certain laws related to the collection of DNA. (Among other things, these laws allow for the collection of DNA samples from non-U.S. persons detained under U.S. authority.)

S 1295: TRUST Act of 2021

Time to Rescue United States Trusts Act of 2021 or the TRUST Act of 2021 This bill establishes congressional rescue committees to develop recommendations and legislation to improve critical social contract programs. A critical social contract program is a federal program for which a federal trust fund is established (e.g., Social Security, Medicare, and federal highway programs), with outlays of at least $20 billion during the year preceding the year in which this bill is enacted, and for which the amount of dedicated federal funds and federal trust fund balances will be inadequate to meet the total amount of outlays of the program that would otherwise be made. Each rescue committee may develop recommendations and legislation to improve the program for which it was established, including by (1) increasing the duration of positive balances of the federal trust fund established for the program, and (2) providing for the solvency of the federal trust fund established for the program during a 75-year period. Congress must use specified expedited legislative procedures to consider legislation that is approved and submitted by the rescue committees.

S 1267: 2020 Census Deadline Extensions Act

2020 Census Deadline Extensions Act This bill extends certain deadlines for the 2020 decennial census. Specifically, the Department of Commerce must (1) complete the tabulation of total population by states, report the tabulation to the President, and make the tabulation public, by May 1, 2021; and (2) complete tabulations of population expeditiously, taking into account the deadlines of each state for legislative apportionment or districting, and report the tabulations by October 1, 2021.

HR 2705: Natural Gas Export Expansion Act

Natural Gas Export Expansion Act This bill revises requirements regarding natural gas imports or exports to expand the expedited application and approval process to any nation, even if not a party to a free trade agreement with the United States, that is not specifically excluded by this bill. The bill excludes any nation subject to sanctions or trade restrictions imposed by the United States or excluded by the President or Congress for national security reasons.

S 1254: Rebuild America Now Act

Rebuild America Now Act This bill generally expedites the environmental review and permitting process of certain infrastructure projects and projects undertaken or funded by the federal government that could have significant environmental consequences. Specifically, the bill establishes deadlines for federal agencies to complete environmental assessments and environmental impact statements under the National Environmental Policy Act of 1969 (NEPA). The bill makes additional revisions to NEPA, including revisions to categorically exclude from environmental review certain projects to repair infrastructure for communities that are imminently threatened from flooding or erosion, limit the number of assessment documents for proposed federal actions, allow agencies to reuse certain documents and to adopt environmental documents prepared by states or other entities as specified by the bill, and limit the judicial review of NEPA cases. The bill also establishes a permittee bill of rights, which creates a presumption of approval for permits under specified environmental and energy laws. In addition, the bill establishes requirements to expedite certain permits for natural gas or oil pipelines as well as agreements relating to transportation projects.
