HR 5318: Commonsense Reporting Act of 2021

Commonsense Reporting Act of 2021 This bill addresses the eligibility verification process for the premium assistance tax credit and cost-sharing subsidy under the Patient Protection and Affordable Care Act (PPACA). It requires the Department of the Treasury to develop and implement a reporting system that allows employers to voluntarily report information about their health plans for the current plan year prior to the beginning of open enrollment. The bill also allows electronic transmission of employee and enrollee statements and permits Treasury to accept full names and dates of birth in lieu of dependents' and spouses' Social Security numbers. The bill also allows certain large employers who do not offer their employees minimum health care coverage 90 days to appeal an assessment for not providing such coverage. The Government Accountability Office must evaluate (1) for the period beginning on January 1, 2015, and ending on December 31, 2020, the notification of employers by PPACA exchanges of the eligibility of employees for advance payments of the premium assistance tax credit or cost-sharing subsidies; and (2) for calendar year 2022, the functionality of the prospective reporting system established by this bill, including the accuracy of information collected.

HR 5307: Keeping Renters Safe Act of 2021

Keeping Renters Safe Act of 2021 This bill expressly authorizes the Department of Health and Human Services (HHS) to place a moratorium on residential evictions to prevent the spread of communicable diseases. The bill also requires HHS to implement a moratorium nationwide to reduce the spread of COVID-19. This moratorium must remain in effect for at least 60 days following the termination of the COVID-19 public health emergency. Current law authorizes HHS to take measures to prevent the spread of communicable diseases. As part of the COVID-19 response, HHS delegated this authority to the Centers for Disease Control and Prevention (CDC), which then issued (and extended) several orders banning residential evictions. Whether these orders exceed the CDC's statutory and constitutional authority has been the subject of multiple legal challenges; the Supreme Court blocked enforcement of the most recent order on August 26, 2021.

HR 4874: Fly Vets Act

Fly Vets Act This bill adjusts requirements related to utilizing Department of Veterans Affairs educational assistance for flight training purposes, including by removing the requirement that an individual must possess a valid private pilot certificate and meet certain medical requirements to utilize such assistance. Individuals enrolled in a program of education at an institution of higher learning in which flight training is required may elect to receive accelerated payments of tuition and fees if they also elect to receive educational counseling. The bill also specifies the calculation and determination of such fees, as well as the calculation of available entitlement in cases of accelerated payments.

HR 267: 2020 WHIP+ Reauthorization Ac

2020 WHIP+ Reauthorization Act This bill expands disaster indemnity programs through which the Department of Agriculture provides payments to agricultural producers for crop and milk losses resulting from hurricanes, wildfires, and other qualifying natural disasters. In particular, the bill extends the Wildfire and Hurricane Indemnity Program Plus (WHIP+), the On-Farm Storage Loss Program, and the Milk Loss Program to make losses that occurred in the 2021 and 2022 calendar years eligible for payments. Under current law, these programs provide disaster payments to agricultural producers with crop and milk losses resulting from qualifying natural disasters that occurred in the 2018 and 2019 calendar years.

HR 5267: Neighborhood Access and Equity Grants Act

Neighborhood Access and Equity Grants Act This bill establishes discretionary grants for removing, replacing, or retrofitting highways and freeways to improve connectivity in communities and for planning and capacity building to increase community involvement in transportation planning and related activities. The bill prioritizes grants that fund projects in economically disadvantaged communities or that meet other criteria. The Federal Highway Administration (FHA) must award the grants to state, tribal, territorial, and local governments and metropolitan planning organizations. For the planning and capacity-building grants, the FHA may award grants to nonprofits or institutions of higher education that partner with governments or metropolitan planning organizations.

HCONRES 50: Expressing the sense of the Congress that the withdrawal of American Forces from the country of Afghanistan does not undermine or diminish the sacrifice, efforts, and accomplishments of our members of the Armed Forces, diplomats, humanitarians, allies, and partners.

This concurrent resolution expresses the sense of Congress that the men and women who undertook efforts in Afghanistan over the years have provided heroic service to the country and the peace experienced by our country is a direct result of the actions of our service members, diplomats, and humanitarians. The concurrent resolution also expresses that veterans who feel stress, anger, or disappointment over the end of operations in Afghanistan should seek resources and reach out to friends, mentors, and caregivers.

SRES 359: A resolution expressing the sense of the Senate that the Secretary of State should designate the Afghan Taliban as a Foreign Terrorist Organization, freeze all assets of the Government of Afghanistan held in the United States, and use all authority and influence of the United States Government to prohibit the distribution of funds to the Afghan Taliban by other countries and international institutions and organizations.

This resolution states that the Senate stands with the Afghan people now living under the Afghan Taliban regime. It calls on the Department of State to designate the Afghan Taliban as a foreign terrorist organization. It also states that the Afghan Taliban regime must be denied access to funds held by the U.S. government.

S 2745: Preventing the Recognition of Terrorist States Act of 2021

Preventing the Recognition of Terrorist States Act of 2021 This bill imposes sanctions related to the Taliban and addresses other related issues. The President must impose sanctions on foreign individuals and entities that knowingly provide significant support to the Taliban or senior Taliban members. The bill also repeals an exception to existing sanctions against certain entities related to energy, shipping, and shipbuilding in Iran. Specifically, the bill repeals a provision authorizing the President to exempt certain entities involved in the reconstruction of Afghanistan from such sanctions. No federal department or agency may take any action that states or implies recognition of the Taliban's claim of sovereignty over Afghanistan. The bill also bars the Department of State, the U.S. Agency for International Development (USAID), and the Department of Defense from using federal funds to prepare or implement any policy that extends diplomatic recognition to the Taliban-controlled government in Afghanistan. The State Department must designate (1) the government of Afghanistan as a state sponsor of terrorism, and (2) the Taliban as a foreign terrorist organization. Furthermore, USAID must take appropriate steps to ensure that certain foreign assistance provided in or for certain countries, including Afghanistan and Pakistan, is not going to or through any individual or entity involved in terrorist activity. The bill also prohibits using certain federal funds to provide direct assistance to any country where the duly elected head of government has been deposed in a coup or decree in which the military played a decisive role.
