Established a new lien on personal injury claims to recover funds paid by the Commonwealth for medical services, including those under the State/Local Hospitalization Program.

Expanded the lien authority to cover claims for personal injuries where treatment was paid for by various state programs, including the Maternal and Child Health Program and Children's Specialty Services Program.

Completely repealed Chapter 12 of Title 32.1, which contained the original State/Local Hospitalization Program statutes.
