MINOR
The bill text was converted from an 'Enrolled' version (final law) to a 'Courts of Justice Substitute' (a proposed amendment). The substantive legal language regarding penalties for impersonating law enforcement remains identical, but the formatting and line numbers were completely reset to reflect the new substitute document structure.
TECHNICAL

The document header was changed from 'Enrolled' (final approved status) to 'OFFERED FOR CONSIDERATION' and 'AMENDMENT IN THE NATURE OF A SUBSTITUTE', indicating this is a draft version for review rather than final law.

Line numbering and spacing were restructured to match the standard format for a Senate substitute bill, replacing the original enrolled act layout.

The fiscal impact section was altered to include blank spaces ('_______') for appropriation amounts, which is standard for a substitute bill awaiting final review, whereas the enrolled version had specific text regarding the $50,000 minimum impact.
