What changed between versions
The definition of 'high-load customer' was expanded to include three criteria: (1) commercial or industrial rate schedule, (2) 25 megawatts or greater demand with 75% or greater average annual load factor, and (3) not employing 200+ full-time manufacturing/industrial workers at a facility in the service territory as of January 1, 2026. Previously, only the 25 megawatt threshold was required.
Section 1 was modified to clarify that transmission cost allocations apply to 'an electric utility or customers of an electric utility' receiving transmission from Phase I or Phase II Utilities, rather than just 'retail customers or electric service providers.'
Section 1 was modified to specify that cost recovery restrictions apply to 'any other customers of the Phase I Utility or Phase II Utility' rather than 'any other customers of the Phase I or Phase II Utility.'
Section 1 was modified to allow compliance in ongoing proceedings for either Phase I or Phase II Utilities, rather than just Phase I or Phase II Utilities (minor wording adjustment).
