MODERATE
The bill was amended from its original introduction to a House Substitute version, primarily changing the title of the bill to reflect it is now a floor amendment in the nature of a substitute. The substantive policy content regarding rental home marketplace guarantees remains largely the same, though the bill's title and some formatting were updated to reflect its status as a substitute amendment rather than an original introduction.
Scope change
The bill's scope remains unchanged - it still regulates rental home marketplace guarantees in Virginia by adding Chapter 60 to Title 59.1 of the Code of Virginia. The amendments affect the same sections (38.2-100, 59.1-200, and 59.1-436) and add the same new chapter (59.1-614 through 59.1-622).
TECHNICAL

Changed the bill title from 'Introduced' to 'Floor Amendment in the Nature of a Substitute' and updated the bill number designation to reflect it is now a substitute version (HB 765H1) rather than an original introduction.

Added '59.1-198' to the list of sections being amended and reenacted in both the bill title and Section 1 of the text, though this section appears to be unchanged in the actual content.

Updated the bill number from '26102511D' to '26107978D' to reflect the new substitute version number.

Changed the patron designation from 'Patron - Hayes' to 'Patron Prior to Substitute - Delegate Hayes' to reflect the bill's status as a substitute amendment.
