Charitable gaming; definitions, Texas Hold'em poker tournaments, minimum age to participate.
Summary
Charitable gaming; Texas Hold'em poker tournaments. Increases from 18 years of age to 21 years of age the minimum age an individual must be to participate in Texas Hold'em poker tournaments. The bill provides that no qualified organization may conduct Texas Hold'em poker tournaments (i) at a location outside of the county, city, or town in which its principal office, as registered with the State Corporation Commission, is located or in an adjoining county, city, or town or (ii) at an establishment that has been granted a retail alcoholic beverage control license unless such license is held by the qualified organization. The bill also allows unlimited rebuys during the first two hours of tournament play or until the first break, whichever occurs first, and permits one add-on at the end of the rebuy period before play resumes at the end of the first break.

MODERATE
The bill was finalized and chaptered, changing its status from a proposed Senate substitute to an official act of the Virginia General Assembly. The substantive text of the law remains largely the same, but the final version simplifies the list of amended sections and removes the detailed list of qualifying organizations from the definitions section, likely because those organizations are already defined elsewhere in the Code of Virginia.
Scope change
The scope of the bill was narrowed in the final text; it now explicitly amends only two specific sections (18.2-340.16 and 18.2-340.28:2) rather than the six sections listed in the earlier draft.
TECHNICAL
The bill's header was updated to reflect its final status as a 'Chaptered' act approved on April 13, 2026, under Chapter 601.
SCOPE
The list of Code of Virginia sections to be amended was reduced from six sections to just two sections (18.2-340.16 and 18.2-340.28:2).
DEFINITION
The detailed list of 18 specific types of organizations eligible to conduct charitable gaming was removed from the definitions section in the final text.
TIMELINE
The effective date for issuing new permits was set to no later than July 15, 2026.
