What changed between versions
The total membership of the commission was reduced from 23 members to 18 members.
The number of House of Delegates members was reduced from 8 to 6, while Senate members increased from 4 to 10 (totaling 10 legislative members).
The number of nonlegislative citizen members was reduced from 11 to 8.
