MODERATE
The bill was transferred from the House to the Senate and updated with a specific proposal date. The most significant change is the addition of a new section requiring the Department of Energy to seek voluntary private funding before conducting any analysis, effectively making the study contingent on private contributions rather than public funds. Additionally, the analysis scope was expanded to include specific utility phases.
Scope change
The bill now explicitly includes 'Phase I and Phase II Utilities' in the consultation process and adds a mandatory funding prerequisite for the analysis.
FISCAL

Added a new requirement that the Department of Energy must solicit voluntary private funding and only conduct the analysis if sufficient contributions are received.

DEFINITION

Expanded the consultation group to explicitly include 'Phase I and Phase II Utilities' as defined in state law.

TECHNICAL

Removed the original House committee attribution and bill number.

Changed the document title from 'HOUSE SUBSTITUTE' to 'SENATE SUBSTITUTE' and updated the proposal date.
