MINOR
The bill was amended to shift the proposal from the House to the Senate, extending the deadline for utilities to submit their pilot program designs from December 1 to December 31, 2026, and clarifying that the initial funding amounts for Phase I and Phase II utilities are fixed minimums rather than 'no less than' thresholds.
Scope change
The bill's scope remains focused on electric utilities in Virginia, but the procedural timeline for program implementation has been extended by one month.
TIMELINE
The deadline for Phase I and Phase II Utilities to petition the Commission for program approval was extended from December 1, 2026, to December 31, 2026.
FISCAL
The language requiring utilities to spend 'no less than' the specified amounts was changed to state they shall operate the program 'at an amount of' the specified amounts, clarifying these are fixed minimum funding levels.
TECHNICAL
The header was updated to reflect that the bill is now a Senate Committee substitute instead of a House Committee substitute.
