General elections; joint subcommittee to study consolidation and scheduling.
Summary
Study; joint subcommittee to study the consolidation and scheduling of general elections in Virginia; report. Creates a two-year legislative study on the consolidation and scheduling of general elections in Virginia. A 13-member joint subcommittee is established, consisting of eight members of the General Assembly, four nonlegislative citizen members, and one ex officio member, and is tasked with weighing the potential and probable effects of moving some or all of Virginia's state or local elections to even-numbered years in order to coincide with the federal election schedule. Any recommendations by the joint subcommittee to consolidate or reschedule Virginia's general elections must include recommendations for any amendments to the Constitution of Virginia and the Code of Virginia needed to effectuate the shift. The joint subcommittee is given two years to complete its study, with its final report due no later than the first day of the 2027 Regular Session of the General Assembly. This resolution is identical to HJ 443.

This bill transitioned from an 'Engrossed' version to an 'Enrolled' version, which is the final form prepared for signing into law. The substantive policy content remains largely the same, establishing a joint subcommittee to study consolidating Virginia's elections with the federal cycle. The main changes are formatting adjustments, corrected text (such as fixing 'Enrolled' to 'Enrolled' in the title), and minor procedural updates regarding staff support allocation between chambers.
Scope change
No substantive change to the bill's scope or applicability; the bill's purpose and provisions remain identical.
TECHNICAL
Formatting and layout adjustments to convert the bill from an engrossed draft to the final enrolled version for signature.
Corrected the title from 'ENROLLE D' to 'ENROLLED' in the enrolled version.
Added dates showing agreement by both chambers on February 20, 2025, and session status markers.
REQUIREMENT
Changed administrative staff support provision from 'jointly by' both clerks' offices to 'by the Office of the Clerk of the Senate or the Office of the Clerk of the House of Delegates as may be appropriate for the house in which the chairman serves.'
