The substantive policy content regarding water and wastewater infrastructure replacement remains largely unchanged, with the primary differences being formatting adjustments, page breaks, and the addition of official approval dates and chapter numbers.
Scope change
The bill's scope and applicability remain unchanged; it still applies to investor-owned water and wastewater utilities in Virginia for eligible infrastructure projects.
TECHNICAL

Removed House-specific metadata (session year, bill number, committee information, patron name) and added official chapter number (Chapter 599) and approval date (March 24, 2025).

Adjusted text alignment and spacing throughout the document to conform to standard legislative formatting for enacted laws.
