Removed the creation of the Bicycle, Pedestrian, and Safety Improvements Infrastructure Fund and Subfund that would have been funded by a new parking facility tax.

Removed the new parking facility tax of $0.50 per parking space on off-street parking facilities in Northern Virginia jurisdictions.

Added requirement for the Northern Virginia Transportation Authority to coordinate with stakeholders including the Department of Transportation, member jurisdictions, and advocacy groups to examine the 2024 Northern Virginia Bicycle and Pedestrian Network Study.

Added deadline for the Authority to submit findings and recommendations to state legislative committee chairs by November 1, 2025.

Changed the bill from creating immediate funding mechanisms to establishing a study and recommendation process for future infrastructure planning.
