Early College Model Program; established.

College partnership laboratory schools; EarlyCollege Model Program established. Establishes the Early CollegeModel Program whereby any public institution of higher education may establish a college partnership laboratory school in which eachenrolled high school student earns, at no cost to the student, an associate degree or a bachelor's degree concurrently with a highschool diploma. Under the bill, provisions of existing law relatingto the establishment of college partnership laboratory schools applyto such schools established pursuant to the Program but with certainconditions and exceptions, including (i) requiring a college partnership laboratory school established pursuant to the Program to be administeredand governed by the Department of Education and (ii) prohibitingany enrolled student from being charged tuition for the college coursesin which the student is dually enrolled and requiring the collegepartnership laboratory school to receive the statewide average shareof Standards of Quality per pupil state funding, including the perpupil share of state sales tax funding in basic aid, for each studentenrolled in such school to support the instruction of each such studentin the fall and spring semesters.
