Allows the Board of Directorsof the Virginia Alcoholic Beverage Control Authority to issue annualmixed beverage performing arts facility licenses to persons operatingfood concessions at any performing arts amphitheater, arena, or similarfacility that has a total capacity in excess of 3,000 patrons andis located in the City of Virginia Beach.
