Elections; political campaign advertisements;illegal negative ads; civil penalties. Provides that sponsorsviolating political campaign advertisement disclosure laws with advertisementsor campaign telephone calls that expressly advocate against a clearlyidentified candidate shall be subject to a civil penalty of $10,000.
