Hampton Roads Coastal Resiliency Authority.Creates the Hampton Roads Coastal Resiliency Authority (the Authority) as a political subdivision of the Commonwealth. The Authority mayby ordinance consist of any locality that makes up the membershipof the Hampton Roads Planning District Commission and is createdfor the purpose of serving as a regional leader, resource, and partnerfor all issues related to coastal flooding and resiliency. The billshall not become effective date until participating localities comprising two-thirds of the population of the Hampton Roads Planning Districthave elected to join the Authority.
