VA Peer Support Enhancement for MST Survivors Act

This act prescribes that a peer support specialist of the Department of Veterans Affairs (VA) must not be responsible for providing assistance to a veteran regarding a claim for compensation for a covered mental health condition (e.g., post-traumatic stress disorder) based on military sexual trauma (MST) experienced during active service. Such specialists must only provide counseling services, guidance, and support and must not participate in the adjudication of the claim. As part of the forms for claims for compensation for a covered mental health condition based on MST, the VA must include an option for a veteran to elect to be referred to a MST trauma coordinator at the VA facility closest to the veteran's residence. Additionally, the VA must (1) ensure that its peer support specialists receive annual training on providing peer support regarding MST, and (2) provide annual training on the processing of claims for compensation for covered mental health conditions based on MST to its MST coordinators and peer specialists.

Aviation Funding Stability Act of 2021

Aviation Funding Stability Act of 20 21 This bill provides continuing appropriations to the Federal Aviation Administration (FAA) from the Airport and Airway Trust Fund if an appropriations bill for the FAA has not been enacted before a fiscal year begins or a joint resolution making continuing appropriations for the FAA is not in effect. The bill provides appropriations at the rate of operations that was provided for the prior fiscal year to continue programs, projects, and activities for which funds were provided in the preceding fiscal year.

Fair and Open Skies Act

Fair and Open Skies Act This bill prohibits the Department of Transportation (DOT) from issuing a foreign air carrier permit or an exemption from certain air carrier certificate requirements under the United States-European Union Air Transport Agreement of April 2007, unless DOT finds that issuing the permit or exemption would be consistent with Article 17 bis of the agreement, which provides that opportunities created by the agreement do not undermine labor standards or the labor-related rights and principles contained in the laws of the respective parties to the agreement; and imposes conditions on the permit or exemption necessary to ensure compliance with Article 17 bis . The bill modifies policy considerations relating to air carrier certificates to require DOT to consider preventing entry into U.S. markets by flag of convenience carriers (i.e., foreign air carriers established in a country other the home country of their majority owner in order to avoid regulations of the home country) and preventing the undermining of labor standards. In carrying out such air carrier certificate requirements, DOT must consider preventing entry of flag of convenience carriers into U.S. markets as being in the public interest and consistent with public convenience and necessity for safety in air transportation and air commerce. In formulating U.S. international air transportation policy relating to the elimination of discrimination and unfair competition, the Department of State and DOT must include in their considerations the undermining of labor standards.

Puerto Rico Status Act

Puerto Rico Status Act This bill provides for a plebiscite to be held on November 5, 2023, to resolve Puerto Rico's political status. Specifically, such plebiscite shall offer eligible voters a choice of independence, sovereignty in free association with the United States, or statehood. The Puerto Rico State Elections Commission shall carry out a nonpartisan voter education campaign through traditional paid media and make available at all voting locations voter education materials related to the plebiscites, and invite national and international election observers to ensure transparency and confidence in the electoral process. All voter educational materials and ballots used to carry out this bill shall be made available in English and Spanish. The bill sets forth transition and implementation provisions for each choice offered in the plebiscite.

Small State and Rural Rescue Act

Small State and Rural Rescue Act This bill addresses requests for, and other matters pertaining to, disaster assistance provided through the Federal Emergency Management Agency (FEMA), with a focus on small states and rural communities. The bill expands the duties of FEMA's Small State and Rural Advocate to include assistance for states in the collection and presentation of material in the disaster or emergency declaration request relevant to demonstrate severe localized impacts within the state for a specific incident. Additionally, the Government Accountability Office must review FEMA's implementation of its final rule regarding factors considered when evaluating a governor's request for a major disaster declaration. In particular, the review must focus on requests for a major disaster declaration authorizing individual assistance.
