The Commission was moved from Subchapter I of chapter 73 (section 7310B) to Chapter 1 of title 38 (section 120), shifting it from a VHA-specific location to the general provisions chapter, broadening its perceived institutional standing.
The scope of the health care delivery review was narrowed from 'veterans in the United States' to 'veterans under the laws administered by the Secretary,' limiting the Commission's analytical focus to those covered by VA-administered programs.
A new requirement directs the Commission to use existing data compiled by or for the Department of Veterans Affairs, specifically referencing section 1704A(c)(1) data and independent assessment results, rather than commissioning new data collection.
