This bill creates a pilot program allowing up to four major airports to provide one-time federal funding for repairing or replacing sound insulation in residential buildings. To qualify, homes must meet specific noise level criteria (65-75 dB noise exposure), demonstrate the insulation caused physical damage or deteriorated due to low-quality materials, and show current noise levels exceed 45 dB with new insulation capable of reducing noise by 5 dB. The program requires applicants to first exhaust insurance or warranty options and verifies the damage wasn't caused by property owner neglect.
