Restraining Judicial Insurrectionist Act of 2025

This bill creates special procedures for civil lawsuits challenging executive branch actions, such as presidential orders or agency decisions. It requires a three-judge panel - randomly selected from all active judges nationwide (including at least one circuit judge) - to hear these cases, rather than a single judge. The panel must unanimously agree to grant temporary restraining orders, injunctions, or other equitable relief against executive actions. These changes apply specifically to cases seeking declaratory relief or court orders against the executive branch, not to general lawsuits.
