What changed between versions
Budget allocations were reduced for 15 of 21 committees in Section 1(b). Notable cuts include: Ways and Means from $30,290,000 to $26,600,000; Energy and Commerce from $32,293,696 to $28,800,000; Science, Space, and Technology from $18,617,085 to $15,232,000; Oversight and Government Reform from $32,864,613 to $30,651,000; and Education and Workforce from $22,033,321 to $20,159,000. Six committees (Agriculture, Armed Services, Budget, Ethics, House Administration, and Rules) were unchanged.
First-session spending limits in Section 2(b) were correspondingly reduced for the same 15 committees, with proportional cuts matching the overall reductions (e.g., Ways and Means first-session limit dropped from $14,963,888 to $13,100,000).
Second-session spending limits in Section 3(b) were also reduced for the same 15 committees (e.g., Ways and Means second-session limit dropped from $15,326,112 to $13,500,000).
A new Section 6 establishes a $4,000,000 reserve fund for unanticipated committee expenses in the 119th Congress, with $2,000,000 available for each session. Amounts are allocated to committees by the Committee on House Administration. The former Section 6 (Adjustment authority) was renumbered as Section 7.
