What changed between versions
The program establishment changed from mandatory ('shall establish and maintain') to discretionary ('may establish and maintain'), meaning no federal agency is required to actually create or run the training program.
State and local availability changed from 'shall make available' to 'may make available at no cost,' making it optional rather than required. The word 'contractors' was added as a covered group.
The entire authorization of appropriations section was deleted, removing the $5,000,000 annual funding for the Bureau of the Fiscal Service starting in fiscal year 2027.

Reporting language was expanded to include 'and improper payments' alongside fraud in the effectiveness assessment. A clerical reference to 'subchapter' was corrected to 'chapter.'
