Archie Cavanaugh Migratory Bird Treaty Clarification Act

HR 6021 clarifies that Alaska Native artisans can legally possess and sell traditional handicrafts containing nonedible migratory bird parts, as long as the items meet specific criteria. It defines "authentic Alaska Native article of handicraft" as items made from natural materials using traditional methods by Alaska Natives (verified through Tribal enrollment, CDIB, or Silver Hand permits). The bill prohibits this exception if bird parts were taken illegally or wastefully. The State and Interior Departments must update regulations and negotiate with treaty countries within 180 days to implement this change.
