What changed between versions
Section 413 of the Energy Independence and Security Act is no longer fully repealed. Instead, it is amended to allow the Secretary of Energy to transmit recommendations for revisions to HUD's preemptive energy conservation standards for manufactured homes, rather than eliminating the authority entirely.
The full repeal of Section 413 (which would have eliminated DOE's role in the standards process) and the associated clerical amendment to the table of contents were removed.
New criteria require that any recommended standard revisions be based on cost-effectiveness (life cycle construction and operating costs), include estimates of impact on initial purchase price of manufactured homes, and consider factory construction techniques, HUD climate zones, alternative methods achieving equivalent energy performance, and estimated payback periods for added costs.
